Job Description

The ideal candidate will have a strong background in utilizing the DoD CHESS (Computer Hardware, Enterprise Software and Solutions) website for acquiring Requests for Purchase (RFPs)and a comprehensive understanding of the Defense Federal Acquisition Regulation (DFAR) rules and regulations that dictate procurement procedures and processes. This individual will play a key role in driving fair and open competition in the acquisition process.
Duties / Responsibilities: The position will include, but is not limited to, the following tasks:

  • Maintains compliance about updates, changes, and enhancements to the CHESS platform.
  • Ensure strict compliance with FAR / DFAR in all procurement activities.
  • Develop and implement effective procurement strategies to meet organizational goals.
  • Promote transparency and adherence to ethical standards in all procurement activities.
  • Lead the acquisition of contracts, ensuring they meet quality standards and cost-effectiveness.
  • Conduct market research to identify potential suppliers and vendors.
  • Utilize contract specialist skills to include source selection, cost and price analysis, negotiation, and contract administration.
  • Ensure proper documentation and adherence to all relevant policies and procedures.
  • Evaluate vendor performance and provide feedback for improvement.
  • Identify opportunities for process improvement in procurement and contract management.
  • Stay current on industry trends and best practices.

  • Bachelors degree in business, or related field or equivalent.
  • Years of demonstrated experience in procurement for Department of Defense (DoD) contracts.
  • Demonstrable expertise in navigating and utilizing the DoD CHESS website for acquiring RFPs.
  • An in-depth Knowledge and familiarity with unique procurement methods and regulations applicable to defense contracting of information technology equipment.
  • Strong knowledge of contract management tailored for defense operations, including drafting, negotiation, and administration, with a strong understanding of financial principles specific to defense procurement, including budgeting, cost analysis, and financial risk assessment.
  • Experience in developing and managing contracts that align with DoD and Army requirements.
  • Knowledge of DoD and Army-specific laws, regulations, and policies governing procurement and contracts, with the ability to ensure all procurement activities adhere to the stringent legal and ethical standards of defense contracting.
  • Strong negotiation skills to secure favorable terms and conditions within the unique landscape of defense contracts.
  • Strong skillset in Microsoft Excel and database management, with the ability to leverage technology for process optimization and efficiency within the DoD and Army context.
  • Excellent written and oral communication skills for clear articulation of procurement requirements and contract terms within a military framework.
  • Ability to manage multiple defense procurement projects simultaneously, with the ability to collaborate seamlessly with internal military stakeholders, defense contractors, and legal teams.
  • Able to work on Hawaii Standard Time (HST) Monday - Friday.
  • Please note that pursuant to a government contract, this specific position requires U.S. Citizenship.
  • Preferred for candidates to have current DoD Secret clearance day one and prior to entry on duty OR the ability to obtain such clearance.

Desired Qualifications and Skills:The candidate should have the following qualifications:

  • Desired location of position is on site / island in Honolulu, Hawaii.
  • Professional certification in procurement and contract management e.g. Certified Professional in Supply Management (CPSM) or completion of any specialized training courses related to DoD procurement, DFAR regulations, and contract management.
  • 8+ Years of demonstrated experience in procurement for Department of Defense (DoD) contracts.
  • Proven experience with defense-specific procurement and contract management software.
