Los Angeles Superior Court is the largest unified trial court in the United States. Its 580 judges and commissioners work in one of the 40 facilities within the Court's 12 judicial districts and are supported by more than 4,500 full-time Court employees. The Court has an annual budget of more than $1 Billion. Located in Southern California, Los Angeles County is geographically one of the nation's largest counties, covering 4,084 square miles and, with over 10,400,000 residents, is also one of its most populous counties.
ABOUT THE POSITION
Typically reporting to a Principal Procurement Analyst or a Procurement Administrator, Senior Procurement Analyst is the journey-level professional class in the Procurement Analyst series. Incumbents are responsible for solicitations and participate in performing high-value and/or high-risk procurement and contracting activities. Incumbents are accountable for ensuring that, in their areas of assigned responsibility, the Court's business needs for goods and services are met in a timely, efficient manner, in compliance with requirements of the Judicial Branch Contract Law, the Public Contract Code, and other legal requirements. Incumbents in this class may also perform liaison duties with the Court's contracting and procurement partners, as part of coordinating the Shared Procurement Services Program. Incumbents typically provide technical guidance to lower-level procurement and contract administration staff and are authorized to approve purchase orders up to their authority limits.

MINIMUM REQUIREMENTS:
Graduation from a four-year college or university with a major in public or business administration, finance, operations management, or a closely related field and three (3) years of experience in risk assessment, legislative analysis, purchasing and/or contracting for supplies, equipment, materials or services, preferably in a court or other governmental agency.
-OR-
Graduation from an accredited law school and one (1) year of experience in risk assessment, legislative analysis, purchasing and/or contracting for supplies, equipment, materials or services, preferably in a court or other governmental agency.
-OR-
Two (2) years of experience at the level of a Procurement Analyst for the Los Angeles Superior Court.
DESIRABLE REQUIREMENTS:
  • Demonstrated experience with Judicial Branch purchasing practices.
  • Demonstrated experience with cooperative purchasing practices.
  • Excellent oral and written communication skills
  • Demonstrated ability to understand contracting pricing and terms.
  • Working knowledge of Microsoft Office Suite (Excel, Work, Outlook)
  • Experience with SAP
  • Ability to effectively communicate and work cooperatively with court/county employees, vendors, governmental agencies, and the general public.

SPECIAL REQUIREMENTS:
Licenses; Certificates; Special Requirements:
A valid California Class C driver's license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class
(2) Physical Class II - Light Work
This class includes administrative and clerical positions requiring light physical effort, which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Standing and walking for considerable periods is required.
EXAMINATION INFORMATION:
Part I: Qualifying evaluation of education, training, and experience based upon submitted application materials and supplemental questionnaire.
Part II: Applicants who best meet job-related qualifications will be invited to participate in the examination process that may consist of any combination of written, performance, or oral appraisal to further evaluate job-related experience, knowledge, skills and abilities.
No person may complete this assessment more than once every 12 months.
