Senior PPBE Analyst

Position: Senior PPBE Analyst - Full time position

Cogent Security Consulting LLC seeks an experienced Planning, Programming, Budgeting, and Evaluation (PPBE) Analyst to support the National Nuclear Security Administration (NNSA) Office of Defense Nuclear Security (DNS).

Detailed duties and responsibilities will include:

● Tracking programmed funding for all activities within the DNS security portfolio totaling more than $1B annually

● Analyzing budget submission and execution data to identify opportunities for improved program efficiency and effectiveness

● Assisting with planning and executing the Future Years Nuclear Security Program (FYNSP) Review and uploading FYNSP submissions into web applications

● Drafting input for annual Congressional Budget Justifications, Program Execution Guidance for upcoming budget execution fiscal years, and FYNSP Guidance

● Providing monthly program execution and uncosted balance reports; collecting and uploading cost plan data to web applications

● Updating and maintaining the PPBE plan, operating procedures, work breakdown structure, spreadsheet templates

● Developing training and facilitating workshops to enhance understanding of the PPBE process

● Serving as a subject-matter expert responding to PPBE inquiries from Congress, OMB, DOE, NNSA, field organizations, and contractors

● Serving as an administrator of the Annual Operating Plan (AOP) Online web application

Requirements:

· Bachelor’s degree in finance, accounting, business, data science, or related field

· 10+ years of experience in federal government budgeting and financial operations

· Detailed oriented with highly effective communication and team building skills

· Advanced Excel knowledge including macros, pivot tables, lookup functions, etc.

• U.S. citizen with ability to obtain Department of Energy (DOE) security clearance

Preferred knowledge, skills, and abilities:

· Advanced degree in finance, accounting, business, data science, or related field

· Experience in budgeting and financial operations with DOE and/or NNSA

· Experience scoping client requirements, developing data architectures, and creating analytical dashboards

· Active DOE Q or DoD TS security clearance

Position Location: Alexandria VA; open to remote work for the right candidate and location

Travel Required: Up to 25% travel required; remote candidate may be required to travel 50% or more

Salary Range: $130-180K
