Expected Annual Travel: Limited in and out of state travel.
Position Description: Provide strategic policy and legislative analysis and recommendations, project management, press guidance and general policy support for the Governor's agenda. Each advisor's portfolio is assigned based on the needs of the office and the specific advisor's experience and expertise.
Portfolio includes increasing supply and access to housing (including multifamily and single family, for homeowners and renters) with a strong focus on housing financing, construction and land assembly. In addition to other duties as assigned.
Specific responsibilities of this position include:
  • Supporting the strategic vision for increasing the amount of housing available in the state (including multifamily and single family, for homeowners and renters) with a strong focus on housing financing, construction and land assembly.
  • Supporting development of targeted and impactful investments to advance the infrastructure, technology, financing and other supports for increasing the housing supply in Colorado for a full range of household incomes.
  • Supporting coordination and cooperation across local, state, and federal partners, including relevant state agencies, external groups and stakeholders in support of the Governor's housing goals.
  • Serving as a subject matter expert and forging effective partnerships with developers, housing agencies, financial institutions, local government partners, private and non-profit agencies, community groups and the general public.
  • Reducing homelessness in Colorado with a focus on inflow, outflow, and active time experiencing homelessness, as well as access to behavioral health care and housing programs
  • Facilitating discussion of action items related to increasing housing supply, Governor's engagement on these issue areas, and identifying relevant agency staff to be included in working group discussions
  • Other duties as assigned

Duties and Responsibilities: Each advisor maintains policy expertise, develops strategies, and is prepared to brief and advise the Governor and other administration officials concerning all the issue areas in their portfolio. They coordinate this work as needed with other Policy Advisors, other offices of the Governor (communications, budget, legal, etc.), and appropriate state agencies. Advisors work closely with the Governor's legislative team to help advance the Governor's agenda during legislative sessions. Advisors must have the ability to identify and assess the role of specific policy initiatives and goals in the context of a broad agenda. They develop and maintain strong working relationships with key stakeholders and constituencies throughout the state to inform this work. This varies from time-to-time and may entail travel within the State.
Skills and Competencies: Successful advisors have the ability to multitask and function effectively in a complex professional environment. They are detail-oriented strategic thinkers with well-developed decision-making, research, analytical and project management skills. They also have strong written and verbal communication skills, advanced interpersonal skills, the ability to learn and assimilate information quickly, and the ability to influence and persuade to affect solutions to complex problems. A well-developed familiarity with Colorado policy issues and demographics is an asset.
Additional competencies should include the ability to assimilate and synthesize complex information and research into concise, relevant, logical and organized formats for analysis and discussion as well as the ability to identify and resolve or minimize potential conflicts in goals and objectives, missions and agendas. The ability to work effectively in teams, a good sense of humor and a positive attitude all are important.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Requirements:
  • Public policy analysis and development skills, as demonstrated by professional and/or academic experience
  • Knowledge of housing development, including finance, construction and land assembly.
  • Demonstrated success in helping to eliminate or reduce barriers to increased housing supply
  • Excellent written and oral communication skills.
  • Familiarity with governmental and legislative processes.
  • A high degree of professionalism and confidentiality.
  • Ability to identify and assess the role of specific policy initiatives and goals in the context of a broad agenda

Education/Experience:
  • Seven years of successful work in the housing policy area
  • Bachelor's degree in public administration, political science or a related field

Preferred Qualifications:
  • Graduate degree in public policy, public administration or business administration
  • Previous experience preferred in the private and public sectors related to housing development.
Conditions of Employment
Applicants must pass a thorough background check prior to employment.
Effective September 20, 2021, employees will be required to attest to and verify that they are fully vaccinated for COVID-19 and may be required to submit to regular serial testing. Upon hire, new employees will have three (3) business days to provide attestation to their COVID-19 vaccination status with proof of vaccination. Testing, if required, will take place in-person and will be considered paid work time.
