Senior NEPA Expert - Offshore Wind Liaison
Remote Virginia or DC area

ICF is seeking a Senior National Environmental Policy Act (NEPA) specialist or project manager to support our growing Offshore Wind portfolio and act as a liaison to the lead Federal agency, the Bureau of Ocean Energy Management (BOEM).

The primary duties of the Senior NEPA expert are to provide full-time support to the BOEM client in the management of the Outer Continental Shelf Renewable Energy Program environmental compliance process for NEPA. The liaison role will serve as a primary point of contact for an Offshore Wind project Environmental Impact Statement (EIS). The successful candidate will also have the opportunity to support other types of projects at ICF, as time permits.
This is a full time hybrid position (office and remote). Although the majority of time can be remote from a home office, there may be periodic work at BOEM's offices in Sterling, Virginia and potential meetings within the Washington, DC metro area (Maryland, Northern Virginia, and Delaware). There is also an option to work from ICF's Reston, Virginia office periodically or on a regular basis.

What you will be doing:
  • Provide full-time to support to the BOEM NEPA lead from post award kick-off through Record of Decision (ROD) for the EIS.
  • Be a BOEM-badged contractor
  • Provide assistance to the BOEM NEPA Coordinator in managing the EIS
  • Coordinate with Contractor staff (subject matter experts) in the development of the EIS doing the below:
  • Support the project team in all aspects of agency coordination and consultation
  • Maintain a thorough understanding of NEPA, including staying up to date on case law and providing support on complex projects in order to accurately advise clients.
  • Write proficiently with ability to manage multiple project timelines with competing deadlines and budget constraints.
  • Interface directly with clients and help build and maintain great relationships.
  • Review and author deliverables.
  • Strictly adhere to professional standards, including but not limited to demonstrating consistency and reliability, timeliness in meeting project deadlines, keep close watch and control over project budgets, and maintaining clear and concise communication.

What you need to have (minimum qualifications):
  • Bachelor's degree in environmental studies, urban planning, cultural resources or related discipline
  • 5+ years professional experience supporting NEPA documentation, Offshore Wind permitting and/or related experience

What we would like you to have (preferred qualifications):
  • Master's degree or higher in environmental studies, urban planning, cultural resources or related field
  • Project management experience on NEPA project and EIS projects is preferred.
  • Experience preparing and managing high-quality NEPA documents for federal, state, and local government agencies.
  • Experience interfacing with clients.
  • Advanced knowledge and understanding of NEPA and related special purpose laws such as the National Historic Preservation Act (NHPA) and Endangered Species Act (ESA).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$70,374.00 - $119,636.00
