Description

SAIC is seeking a Senior Modeling & Simulation Project Manager to support the US Air Force Modeling and Simulation (AFAMS) program; while this position is primarily located out of Hickam AFB (HI), it will require travel to the Republic of Korea for occasional exercises.  (Relocation funds are available).

 

AFAMS is the premier agency responsible for implementation, integration, and development of Modeling and Simulation (M&S) and training and analysis standards that support the US Air Force (USAF), Department of Defense (DoD), and mission partners requiring these capabilities to support the Warfighter in full-spectrum operations.

 

Job Description:

  • This role will serve as the Contract Project Lead for Pacific Air Forces / Modeling and Simulation focal point for Headquarters, Pacific Air Force. 

  • Will be responsible for planning Modeling and Simulation capabilities and resources to support major Pacific Air Forces exercises in the Pacific. 

  • Maintain analytic tool used extensively in Combined Forces Command exercises in Korea to analyze simulation events for senior leaders. 

  • Acts as the PACAF MAJCOM Modeling and Simulation point of contact to coordinate M&S documents.

  • Build the Intelligence, Surveillance and Reconnaissance (ISR) response cell for USINDOPACOM exercises.

  • Lead for identifying M&S requirements for new follow on Air Force simulations.

  • Works with Air Force Agency for Modeling and Simulation (AFAMS) to request modifications to existing simulations to change or add critical functionality to meet warfighter training objectives.

  • Work with the developers of the follow-on modules for the Air Operations Center.

  • PACAF Modeling and Simulation point of contact to coordinate Pacific wide simulation architecture.

  • Lead M&S planner for PACAF exercises; identify training objectives and what simulations are needed to stimulate training objectives and build simulation architecture.

  • Builds Command and Control (C2) response cell for USINDOPACOM exercises. Identifies contractor and active duty personnel to operate in the cell. Identifies and installs unique computer hardware and software to support the C2 Response Cell.

  • Build cost estimates for each exercise and breaks down what each external agency will cost for the exercise.

  • Lead the Air ISR Cell for USINDOPACOM exercises.

  • Serve as the AFMS3 Contract Project Manager and Air Warfare Simulation (AWSIM) Analysis Toolkit (AATK) program manager

  • Maintain the AATK software and act as the AATK Analysis Cell Lead during exercises.

Qualifications

Required Experience/Qualifications: 

  • Bachelor's and 14 years of experience, or relevant years of Command and Control (C2) Modeling and Simulation experience in lieu of degree..

  • Knowledge of Air Operations Center (AOC) procedures and operations to plan complex simulation-driven exercise events and direct such activities undertaken by operational/technical augmentees.

  • Experience in planning and executing simulation driven exercises, ideally for Joint Forces Air Component Commander (JFACC)/AOC training.

  • Knowledge of Air Tasking Order (ATO) preparation and execution and their relationship to analytic services.

  • Knowledge of ISR processes and systems generated and utilized by the AOC.

  • Experience in Visual Basic for Applications (VBA) programming in Excel.

  • Knowledge of models, simulations, hardware, software, networks and C2 systems to build simulation architectures in support of exercises.

  • Knowledge shall include the practical application of computer simulation for the support of exercises, the fundamental principles of simulation-driven exercise planning, and experience in the control of a simulation center during an exercise.

  • Experience in managing a multi-million dollar contract.

  • Must be a US Citizen and actively possess a Secret Clearance
