Senior Manager, Behavioral Health Integration

CARE TRANFORMATION TEAM AND CALIFORNIA qUALITY COLLABORATIVE (cqc)
PBGH’s Care Transformation Team works side-by-side with clinicians and payers to transform delivery systems and scale measurable improvements in high-quality, patient-centered care. Current programs include spreading best practices in maternity care, convening delivery system leaders to align priorities and change efforts, and advancing practice transformation across primary care networks. The adoption, sustainability and scaling of these programs are accelerated by the purchasing decisions of PBGH’s purchaser members and by PBGH’s advocacy and measure development work.
CQC provides coaching and technical assistance to outpatient delivery systems and other providers across California on issues of importance to consumers and purchasers. Recently, as part of the CMS Transforming Clinical Practice Initiative (TCPi), the PBGH/CQC Practice Transformation Network (PTN) engaged 4,400 clinicians in 1,900 practices across California, demonstrating savings of $181M and measurably improving clinical outcomes for over 92,000 patients. Currently, CQC’s CalHIVE Behavioral Health Integration (BHI) Improvement Collaborative is supporting nine California-based provider organizations (PO) integrate Behavioral Health services within the primary care setting.
The role
The Senior Manager, Behavioral Health Integration is responsible for leading the improvement advising function of the CalHIVE BHI Improvement Collaborative. The position serves as an Improvement Advisor to POs participating in improvement collaboratives by facilitating redesign efforts within those organizations. This is a “hands-on” position that requires an individual with the “soft skills” to facilitate change; ability to build strong, positive relationships; facilitate teams; and lead collaborative problem-solving. Specifically, this role will contribute to the current and planned CalHIVE primary care programs focused on Behavioral Health Integration. This activity is grant funded through the end of 2026.

key responsibilities
Strategy and Design
- Contributes to the design, continuous improvement, management and execution of Care Transformation strategies, initiatives, collaboratives, and programs
Implementation and Impact
- Serve as the primary liaison, teacher, and coach for PO teams participating in Care Transformation improvement collaboratives and programs, specifically around the integration of Behavioral Health into primary care
- Meet regularly with participating PO teams to strengthen their infrastructure, capability and internal capacity to launch and sustain integrated behavior health care at the practice site and provider organization level
- Establish and build supportive, collegial partnerships with participating PO leadership and staff, understanding their organizational background and providing support tailored to their specific needs
- Develop new tools/resources and identify and share existing resources and change packages in: Behavioral Health Integration clinical workflows, staffing/workforce, health information technology, billing (including documentation and coding), change management specific to Behavioral Health Integration (including both Collaborative Care Model and Primary Care Behavioral Health models)
- Conduct organizational assessments to collect, analyze and report progress to practices and partners
- Connect POs to other resources provided by CQC and peer participants to accelerate learning
- Design, plan and execute high-priority care redesign and quality improvement projects
- Create educational content and facilitate in-person and virtual learning sessions
- Identify and implement improvements for internal team processes to optimize improvement advising support
- Synthesize provider organization experiences and disseminate progress by way of updates, reports to funders and stakeholders, and presentations.
Project and Stakeholder Management
- Lead the strategy and design of the Improvement Advising workstream, including long-term planning for improvement advising meetings, aligning with overall program design and calendar
- Track project activities, execute assigned tasks or phases of project plans and communicate effectively with team members and provider organizations
- Strengthen relationships between CQC, program stakeholders and partners and participating organizations
knowledge, skills, abilities and prior experience
- Bachelor’s Degree required. Master’s Degree in a health care-related (MPH, MHA) field or Behavioral Health (MSW, MFT) strongly preferred.
- 10+ years’ experience in a health care delivery setting, with proven ability to manage change in the health care delivery system
- Familiarity with Behavioral Health delivery system structure in California. Knowledge of payment and policy issues impacting Behavioral Health Integration desired.
- Positive track record of facilitating multi-stakeholder dialogue toward common goals.
- Understanding of models, concepts and frameworks for integrating Behavioral Health into primary care (e.g., Collaborative Care Model or Primary Care Behavioral Health).
- Experience integrating Behavioral Health and/or substance use disorder treatment into primary care.
- Comfort developing educational content and facilitating both virtual and in-person events.
- Excellent, positive professional interpersonal communication skills with strong oral presentation ability.
- Ability to see the “big picture” and anticipate needs of stakeholders.
- Strong, collaborative problem-solving.
- Effective virtual collaboration skills.
- Proficient user of Microsoft Office applications including Word, Excel and PowerPoint.
- Ability to travel 10-20% within California, with occasional travel outside of the state.
The Senior Manager, Behavioral Health Integration is a California-based role and is ideally located in the Southern California area. This role is currently a 100% remote position, with travel for on-site work including meetings and events.

compensation
The salary range for this position is between $125,000 to $150,000, depending on experience.
