Senior LREC Instructional Developer/POI Analyst
Summary:
Senior LREC Instructional Developer/POI Analyst Support to the Special Operations Force Language Office (SOFLO). The Contractor shall provide a Senior LREC POI Instructional Developer/POI Analyst directly supporting SOFLO at HQ USSOCOM (J3 T&E-L) from offsite. The Senior LREC Instructional Developer/POI Analyst will provide ongoing assessment and analysis of SOF language instruction programs, recommend changes, and assist in implementing changes and continuous improvement efforts are for the Joint SOF Language Program, SOF Components (USASOC, NSW, AFSOC, and MARSOC), and Theater Special Operations Commands (TSOC) LREC programs.
The Senior LREC Instructional Developer/POI Analyst will also assess USSOCOM/SOFLO organizational language training needs and recommend optimal solutions based on the nature of the training requirements, the available resources as articulated by Government, and the time available. The Senior LREC Instructional Developer/POI Analyst will support SOFLO curriculum development efforts as the lead for an integrated team of developers, instructors, and technologists. The Contractor will develop detailed plans with milestones, manage multiple projects simultaneously, ensure robust communications with all stakeholders are maintained, and meet deadlines. The Contractor will develop synchronous, asynchronous, and blended training solutions. The Contractor will implement some solutions within an LMS and other solutions in traditional or analog formats.
The Senior LREC Instructional Developer/POI Analyst will ensure that the POI delivery achieves and/or exceeds goals and expectations by coordinating and facilitating delivery of new, existing, or modified curriculum, manages, monitors and enforces deadlines and learning management system, coordinating speakers, and serving as a liaison for Government LREC manager, faculty and students. Simultaneously, will assist in the educational evaluation oversight of students, faculty and the curriculum and ensures the quality of the student's educational process and their progress by monitoring testing, tracking individual student academic performance and curriculum data.
Specific duties may include, but are not limited to:
  • Develop and implement optimal means of tagging, uploading, and assessing the quality of LREC instructional materials, and make recommendations for improving the efficiency and user interface of the Joint SOF (SOFTS) Resource Library.
  • Assist in managing the SOFTS Resource Library.
  • Teach selected topics at the Basic and Advanced Competencies Courses for SOF LREC Managers (twice and once annually, respectively)
  • Attend and report on meetings and forums of critical significance to SOF Language and Culture capabilities to include: the Interagency (IA) Language Roundtable, the Defense Language Testing Working Group, the Defense Language Action Panel, the Regional Proficiency Working Group, the Regional Language Management Codes Working Group; the Defense Language and Regional Proficiency Working Group, the Defense Language Proficiency Test 5 Rollout Working Group, the American Council on the Teaching of Foreign Languages, the American Association of Applied Linguists, and others as needed by the Government.
  • Assist with revision and update of SOFLO policies and best academic practices; assess and coordinate research projects to evaluate effectiveness of training methods and resources; provide training and academic assistance to SOF Component language offices, Unit language managers, Unit language coordinators, and instructors; and coordinate with SOF component language offices to ensure employment of best practices, coordination of curriculum, assessment, reporting mechanisms, and compliance with DOD and USSOCOM policies.
  • Interact with senior organizational staff and members from US Special Operations Command, (USSOCOM), and various organizations, firms, industry, and government communities involved with LREC.
  • Observe and report on the effectiveness of changes implemented to address training shortfalls.
  • Provide coordination and training to SOF component language managers on standardization of academic programs.

Required Qualifications:
  • Master's Degree (Doctoral Preferred) in relevant area of study, i.e. Management, Foreign Language teaching, secondary education, applied linguistics, Leadership, or any LREC related field
  • Must have designed and developed synchronous and asynchronous learning, blended learning solutions, and project plans.
  • Demonstrated ability to manage multiple projects, meet project deadlines, communicate with stakeholders, and work with a team.
  • Minimum of 6 years of recent experience leading and managing LREC program; teaching or developing language curriculum at the secondary level or higher (minimum of 600 classroom hours)

Clearance: Will require a Department of Defense Top Secret Clearance.

Travel: Up to two weeks of travel per month may be required.
