Summary/Objective

The GIS Specialist provides geospatial expertise including spatial analysis and modeling, development, coordination, and implementation of research projects and field data collection, creation and management of geospatial applications.
The IT Senior GIS Specialistconsults and provides guidance and technical expertise on GIS-related technology and procedures to the Department. Promotes GIS projects at the local, state, and national level. Designs, creates, and maintains enterprise-level GIS applications and databases and serves as Department administrator and technical support for GIS tools and platforms.
Hybrid work schedule may be available after successful completion of the 6-month probationary period.
GIS Specialist Essential Duties
  • Plan and implement projects, including meeting with scientists, planning deliverables and deadlines, maintaining data files, and evaluations.
  • Design and implement advanced geospatial models and applications and provide predictive analysis/interpretation, technical expertise and support to internal and external parties.
  • Provide consultative guidance and technical expertise in geodatabase analysis and design, geographic information application programming, spatial data and/or technology integration, modeling, web mapping applications, GIS project management and supervision, and/or other geographic information specialties.
  • Coordinate and conduct employee training classes.
  • Create and implement web and mobile based GIS applications.
  • Publish desk reference manuals to ensure a consistent process is followed.
  • Assist with obtaining regulatory environmental clearance for construction and management activities involving disturbance on public lands.
  • Provide reports to other state regulatory agencies and statements of work for contract work; provide reports as required to be in compliance with the various Memorandums of Understanding(MOU).
  • Perform administrative tasks related to any external cooperative agreements or contracts, including meeting reporting requirements and management of budgets.

IT Senior GIS Specialist Essential Job Duties
  • Consult and provide guidance and technical expertise in geospatial hardware, software, data, and procedures to the Department; serve as liaison between GIS and business units.
  • Assist with preparing technical specifications for requests for proposals or bid specifications for GIS-related purchases.
  • Participate in local, state, and national meetings, training seminars, and GIS user groups to promote GIS use; attend and make presentations at the local, state, and national level in support of various GIS projects.
  • Design, create, and maintain enterprise-level GIS applications, scripts, and mapping solutions, including the design, implementation, testing, documentation, and maintenance of interactive mobile and web mapping and data collection solutions; develop JavaScript and Python scripts to automate processes.
  • Design, create, test, document, and maintain enterprise-level GIS databases, datasets, and ArcGIS services; administer the Enterprise Spatial Database Engine; Assist in collecting, modeling, and analyzing spatial data and perform data manipulation and integration with a SQL Server environment.
  • Provide internal and external technical support from GIS users, MDC project managers, and peers; assist professional or technical staff engaged in tasks related to GIS technology, including mentoring and coaching.
  • Assist with development of GIS software, hardware, and data policy standards for the Department; review quality control procedures and applications to ensure data integrity, compatibility, and compliance; participate in strategic plan development and implementation.
  • Serve as Department administrator for GIS tools and platforms, including ArcGIS, ArcServer, and related geospatial products; plan strategic upgrades to ensure peak system performance.

Ancillary Job Duties
GIS Specialist:
  • Participate in local, state, and national organizations promoting the use of GIS, including serving on committees.
  • Attend and present at local, state, and national conferences.
  • Assist with GIS Web development and publishing.
  • Respond to IT Helpdesk tickets that are assigned, troubleshoot software issues, find solutions and fix problems.

IT Senior GIS Specialist:
  • Research new and emerging geographic information technology solutions to assess value to the Department; integrate high-value solutions to Department's existing IT systems.
  • Perform other duties as assigned.

GIS Specialist: Education and Experience
  • Bachelor's Degree in GIS, Geography, Natural Resource Sciences, or related field.
  • Four (4) years of progressively responsible professional experience in planning, designing and implementing GIS projects, remote sensing, and use of ArcGIS Suite Products..
  • Extensive geospatial software training and experience.
  • Must maintain a current, valid driver's license.

IT Senior GIS Specialist: Education and Experience
  • Bachelor's Degree (B.S.) in geographic information technology systems, surveying, engineering, geography, information systems, or closely related field required; Master's Degree (M.S.) in comparable field desired.
  • 5-8 years related work experience required; 8+ years desired.
  • Some supervisory work experience required; 1-3 years desired.
  • Desired certifications include: ESRI, Project Management, Agile, ITIL (Practitioner or higher), and certifications related to databases or analytics.
  • GISP certification preferred.

Knowledge, Skills and Abilities
  • Understanding of computers and computer systems, including use of Microsoft Office products, ArcGIS, Adobe, Microsoft Teams, ESRI products, and SQL Server.
  • Understanding of web programming, database programming, and application development.
  • Understanding of records management, including data collection and analysis, metadata creation, and database maintenance.
  • Understanding of human resources rules and policies.
  • Understanding of Geographic Information Systems.
  • Budget development and implementation.
  • Technical skills, including equipment maintenance, selection, installation, repairs, design, and operation, as well as operation monitoring and quality control analysis.
  • Strong reading, writing, speaking, critical thinking, and problem-solving skills.
  • Management of financial, material, and personnel resources.
  • Interpersonal communication and collaboration with internal and external stakeholders.

Work Environment
  • Every day, the position requires work in an office environment.
  • Once a year or more (but not every month), the position requires being in an enclosed vehicle or operating enclosed equipment (like a car).
  • Once a year or more (but not every month), the position requires working in remote locations or working outdoors, exposed to all weather conditions.

Physical Abilities
  • Multi-tasking in an office environment, often sitting for long periods at a time.
  • Possessing and maintaining a valid Missouri driver's license.
  • Auditory attention, speech clarity, and visual abilities.
  • Lifting up to 5 lbs. regularly; lifting up to 15 lbs. rarely.
