Johnson County's Department of Budget and Financial Planning - Innovation Division is looking for an experienced Senior Innovation Analyst or Principal Innovation Analyst (dependent upon experience and background) who will lead cross-functional teams in adapting to and understanding improvement processes, oversee complex projects, interpret customer needs and requirements, translate concepts into practice, identify process improvement opportunities, quantify results and trends, and seek innovative data-driven solutions.

The Senior Innovation Analyst or Principal Innovation Analyst will provide leadership, coordination, and support to the County's Innovation Initiative by assisting County leadership by bringing focus to the relationship between high performance and innovation. This posting will remain open until position is filled. Duties include: Leads complex technical projects across multiple systems and disciplines; serves as a lead analyst for organizational needs, financial resources, staffing, operations and systems research, and related work reviewing methods, procedures, policies, department functions; analyzes policies, practices, systems, procedures, workload standards, and organizational structures; evaluates staffing requests and recommends staffing levels to ensure the efficient and effective utilization of resources.

Assesses needs, diagnoses problems, and determines the appropriate intervention to enhance organizational effectiveness and support strategic goals; designs, develops and executes solutions, including strategic facilitation and governance to enhance organization effectiveness; evaluates implementation strategy of projects and initiatives; develops connections between data, performance and outcomes; assesses proficiency and efficacy of projects and programs in achieving policy and programmatic goals and objectives by applying innovative evaluation procedures, metrics, business acumen and operational understanding; continuously improves organization effectiveness services using a systems lens and managing complexity through approaches that offer simplicity and efficiency. Leads team for performance measurement and other projects, studies, and initiatives; provides guidance and mentors team contributors; ensures that work quality of team adheres to established policies, procedures, statutes, and regulations; tracks progress of assigned projects; manages team budget; motivates team and influences others as an organizational change advocate; advises management on complex operational, organizational, and resource problems; coordinates the delivery of critical tasks/milestones in the project, highlights any risks and proposes mitigation; identifies and translate performance measure indicators, data and benchmarking into strategic recommendations and action plans. Acts as a change agent, and builds acceptance strategies, sustainability plans and outcome measures for programs, initiatives, projects and services to improve organizational performance; develops and implements a set of actionable and targeted initiative plans, including communication plan, timeline, training plan, and resistance management plan, to help ensure success and sustainment of the initiative; ensures that project challenges are adequately addressed and resolved; identifies resistance and performance gaps and works to develop and implement proactive countermeasures.

Chooses appropriate metrics to evaluate the effectiveness of projects and reports findings to key stakeholders; demonstrates technical aptitude using statistical and process management software; aids in the creation, implementation and reporting on key performance indicators (KPIs); facilitates strategic planning meetings for various levels of the leadership team and business units; prepares comprehensive recommendations and reports aimed at resolution of management and employee utilization problems and/or opportunities. Builds strategic relationships with key stakeholders, and with internal and external service partners; designs and executes project and performance measure related activities; communicates plans, progress, challenges, and anticipated outcomes to management; prepares initial recommendations for the changes to policies and procedures; sets standards for process performance; creates monitoring systems and enables reinforcement mechanisms and celebrations of success. Six (6) years of experience in two or more of the following areas at an analyst level: accounting, audit, budget, ERP functional testing and reporting, organizational development, performance and statistical analysis or relevant field is required.

Technical aptitude using process management, statistical, performance and/or data analysis software is required, including the ability to educate and facilitate training of County staff on the use of such software.
