Job description

The purpose of this position is to plan, direct and coordinate the Human Resource (HR) management activities as it relates to resources and execution of the project.
This position is responsible for consultation pertaining to HR practices and policies for assigned client groups or specific discipline. The responsibilities could include consultation on the portfolio of HR programs and initiatives or acting as a subject matter expert for an HR discipline with the intent to ensure maximum effectiveness of the Human Resources function.
Key Job Role Responsibilities
  • Establish and administer site related practices and job bulletins for the project as it relates to key HR issues, i.e., site work schedules, overtime, dress code, etc. as appropriate.
  • Interface with groups inside and outside the organization (other Human Resource departments, Strategic Business Units (SBUs), projects, vendors, centers of excellence) as needed.
  • Act as a HR generalist on the project supporting workforce planning; recruitment & retention; compensation; performance management; employee relations; employment litigation; regulatory compliance & reporting; employee & organizational development; workforce & succession planning; employee communications.
  • Ensure employee discipline is applied in a consistent manner.
  • Responsible for management of EEO and Affirmative Action Programs.
  • Coordinate with field HR, business line and corporation to ensure corporate processes and requirements are followed by employees, ie goals, performance assessments, salary review, etc.
  • Coordinate with corporate recruiting group and project support coordinator as it relates to hiring and mobilizing resources (and as appropriate demobilization)
  • Handle all onboarding and offboarding of resources to the project including inputting information into appropriate systems prior to and upon arrival and ensuring appropriate requests and approvals are obtained.
  • Maintain close working relationships with discipline management to ensure that services are properly executed, and the needs of the project and company are met.
  • Handling day to day issues and requests of employees in an effort to establish an open line of communication between HR and site resources.
  • Support project training needs (related to HR) as appropriate.
  • Ensure compliance with any Federal, State, or local regulations that are not considered in current Fluor Policy/Practice/Procedures. Ensure compliance with contract as it relates to HR related requirements.
  • Communicate and work collaboratively within the context of a globally diverse environment.
  • Other duties as assigned

Basic Job Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and seven (7) years of work-related experience or a combination of education and directly related experience equal to eleven (11) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications

  • Accredited four (4) year degree or global equivalent in HR, Psychology, Education, Business, Finance or related field, with significant experience in Human Resources
  • Professional in Human Resources (PHR) certification, or applicable HR accreditation
  • Problem solving, communication, judgment, and conflict resolution skills with the ability to provide analysis, conclusions, and recommendations
  • Demonstrated ability to be discreet with confidential company and employee information
  • Knowledge of cultures and cross-cultural collaboration
  • Ability to build trusting relationships, gain credibility, and partner with leaders and peers
  • Ability to achieve results in a fast-paced, dynamic environment with shifting priorities and deadlines
  • Exhibit team orientation and positive relationships with all levels of employees
  • Display an understanding of the company’s organizational structure, corporate culture, and business objectives
  • Excellent written and oral communication skills
  • Proficient computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations
  • Broad knowledge of internal database applications for designated discipline
