Job Purpose/Summary

The Senior Human Resources Manager will help lead, coordinate and carry out all human resource department projects and processes for the organization. They will work directly with and assist the Director of Human Resources in fulfilling a variety of necessary HR tasks. This includes all routine functions of the Human Resources department including interviewing, hiring, benefits, and leave, separation, training, and enforcing company policies and procedures. The position will also help maintain positive employee relations and work to ensure staff satisfaction through education of HR policies and by fostering a positive work environment.

Duties and Responsibilities

• Work directly with and reports to the Director of Human Resources regarding all HR endeavors.

• Support the Human Resources Director in the full cycle of HR for the organization.

• Assist in the full cycle hiring process of employees, including but not limited to recruitment, interviews, verifying work-history and references, and tracking of candidates in ADP.

• Drives recruiting process for all staff with the assistance of affiliate leadership.

• Assists in the creation and implementation of a recruitment plan for the organization.

• Oversee new-hire procedures, including, but not limited to data entry, pre-employment screens, drug testing, background checks, fingerprinting, offer letters, welcome email, organizing and conducting employee new hire orientation, benefit on-boarding, creating employee files, administering employee policies and procedures, and ensuring all necessary paperwork is properly filled out and filed.

• Administers various human resources plans and procedures for all company personnel; assists in development, implementation and training of personnel policies and procedures.

• Participates in developing department goals, objectives, and systems.

• Assists in evaluation of reports, decisions, and results of department in relation to established goals.

• Assists in developing and monitoring the Human Resources annual budget.

• Administers, tracks and maintains records to ensure compliance with LOA’s to include FMLA, unpaid leave, military leave, etc.

• Oversees employees to conduct employee reference checks, sexual offense checks.

• Conducts new hire applicant background checks and oversees employee background checks every 3 years for reaccreditation compliance to run concurrently with fingerprinting requirements. Maintains compliance with federal and state regulations concerning employment.

• Maintains accurate I-9 forms and ensures compliance in the storage of records. Assist in I-9 process and train affiliates on process.

• Ensures all health and safety regulations are followed and assists with OSHA compliance.

• Composes new policies in conjunction with the HR Director and communicates new policies/policy changes to all staff.

• Assists with monthly and quarterly agency reporting including monitoring of turnover rate.

• Execute all employee termination procedures, including exits and advising employees on their rights and any benefits they are entitled to. Ensures accurate completion of all separation documents.

• Presents or develops new training material/initiatives to all employees as needed.

• Processes unemployment claims and assists Director of Human Resources with unemployment audits.

• Partners with the affiliate leadership team to understand and execute the organization's human resources as it relates to current and future talent needs and recruiting.

• Assists with employee disciplinary meetings, terminations, and investigations.

• Nurtures a positive working environment for all.

• Ensures all employee records are created, maintained and kept confidential.

• Abide by company-enforced HR processes and current employment laws and regulations.

• Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

Support other special projects of the Human Resources Director as needed. Delivers HR services and supports to Affiliates as needed.

• Manages SNV HR Generalist.

• Other assigned duties may apply as deemed necessary by the Director of Human Resources.

Qualifications and Competencies

Qualifications include:

• Bachelor’s degree or equivalent experience.

• High level of interpersonal and communications skills, attention to detail a must.

• Proficient in Microsoft Office and PowerPoint

• Consistency in meeting deadlines.

• Knowledge of HR software systems.

• Excellent organizational, coordination and administrative skills.

• Knowledge of current employment laws.

• Ability to work with a diverse group of people and multiple departments.

Work Environment & Physical Demands

• Work environment is indoors and climate controlled. Maybe exposed to outdoor weather conditions.

• Moderate noise levels as found in a business office and classroom setting.

• Occasional travel required.
