POSITION OBJECTIVE
The Senior Housing Inspector administers, investigates, and enforces Fridley City code related to rental licensing and property maintenance enforcement activities. Assists tenants, landlords, and property owners with questions regarding rental licensing and code enforcement and performs property inspections. This position is
responsible for inspections on single family and multi-family properties, including all rental, in the City to ensure buildings and properties are safe and comply with all requirements.
Expected hiring rage: $35.95 - $38.36
ESSENTIAL JOB FUNCTIONS
  1. Performs building inspection activities ensuring compliance with the City of Fridley Residential Property Maintenance and Licensing Code and regulations relating to property maintenance, building, fire and other applicable codes, laws, and ordinances.

a. Performs physical inspections of buildings including interior, exterior and grounds.
b. Operates hand tools used in performance of inspections.
c. Operates building fixtures, mechanics, appliances, locks, etc.
d. Performs data entry of inspection results into computer system or mobile device.
2. Provides positive customer service by phone, in-person, or e-mail responding to requests for information and service, and educating the public, owners, managers, investors, renters, staff, outside agencies, etc., regarding rental properties, state statutes and code requirements.
3. Receives, responds, and enforces City code violations and performs inspections related to rental licensing, property maintenance, zoning, signage, parking, and noxious weeds.
4. Issues citations for non-compliance cases and prepare background documents for prosecution. Works with the city attorney's office regarding legal and enforcement actions.
5. Assists in court proceedings to resolve license and zoning ordinance and City Code violations.
6. Performs follow-up on corrective action including license revocation, citations, etc., ensuring violations are corrected.
7. Collaborates with other divisions and departments to identify and resolve City Code violations.
8. Educates and informs regarding division activities.
a. Attends and/or presents at property owner/manager informational and educational meetings.
b. Prepares and presents information to various groups and audiences, including community groups, City Council, public agencies, etc.
c. Works with the Police Department to plan, schedule, promote, and hold regular rental housing training for landlords and managers.
d. Works with the Communications and Engagement Division to provide general education to property owners and managers.
9. Provides work direction to and manages inspection schedules of Housing Inspections staff
10. Provides guidance on rental licensing and code enforcement practices, policies, and ordinance interpretation.
11. Assists in the preparation and recommendation of revisions or additions to policies, procedures, codes and ordinances.
12. Compiles statistics and prepare reports related to rental licensing and code enforcement activity
13. Maintains license and code-related records in an up-to-date manner.
14. Conducts research for special duties as assigned.
15. Prepares a variety of reports, correspondence, data entry, photos, etc.
16. Responds to data practices requests.
17. Attends and participates in Building Inspections and Planning meetings, trainings, and maintains certifications.
18. Performs other duties as assigned or apparent.
QUALIFICATIONS
Minimum Qualifications:
  1. Associates/Technical Degree in building inspection, planning, construction management, or related field; and
  2. Five years of relevant work experience; OR
  3. Equivalent combination of education/training/experience.
  4. Valid Minnesota Driver's License.
  5. Proficiency with Microsoft Office Suite software.
  6. International Property Maintenance Code certification or ability to obtain certification within one year of hire.

Desired Qualifications:
  1. Three or more years municipal experience as a Housing Inspector. Housing Qualities Standards preferred.
  2. Experience using rental licensing or code enforcement software for municipalities.
  3. General knowledge of municipal ordinances and related codes.
  4. Minnesota Limited Building Official Certificate.
  5. Previous supervisory or lead worker experience.
  6. Ability to speak two or more languages fluently.

KNOWLEDGE, SKILLS, AND ABILITIES
  1. Knowledge of state building, planning and housing codes and the ability to interpret those codes.
  2. Knowledge of building, fire, and property maintenance codes.
  3. Knowledge of housing construction, mechanical, electrical, and plumbing practices and installation.
  4. Knowledge of municipal zoning and land use ordinances.
  5. Ability to communicate effectively verbally and in writing.
  6. Ability to deal tactfully and positively with the general public, owners with code violations, elected officials, businesses, outside agencies, and City staff.
  7. Ability to work collaboratively, cooperatively, and positively in a team environment.
  8. Ability to work under limited supervision with general autonomy in determining how objectives are achieved.
  9. Ability to apply a variety of procedures, policies and precedents using moderate analytical ability to fit facts and conditions.
  10. Skilled in the ability to effectively train, provide guidance and motivate personnel.
