Project Overview
Bechtel National, Inc. (BNI), Bechtel's government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.
UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy's largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration's largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.
The UPF project works on a variety of schedules based on area of support. Examples of typical schedules include 5/8s or 4/10s start times are flexible. The work location is on the Y-12 UPF site; however, the position can be in any town or site location and can be changed to support project needs. The UPF Project has multiple work schedules that are subject to change and may require employees to work overtime and/or nightshift when a business need arises. Work schedule changes and overtime must be approved in advance by supervisors.
Eligibility for this position requires US citizenship; the successful candidate must provide proof of US citizenship to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject to and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.
Position Summary
The Senior Fire Protection Field Engineer will be working as part of the Construction team helping with compliance to CP-211 "Fire Prevention & Protection" as well as NFPA 241. The ideal candidate will have solid experience in Fire Protection system design and construction. The candidate shall have a working knowledge of the IBC and NFPA standards including but not limited to NFPA 13, NFPA 72, NFPA 801, NFPA 101, and NFPA 241. The candidate will be interfacing and coordinating with other engineering/construction disciplines and the client in the development of the design and installation of the systems. Experience in design, procurement, and installation of Fire Protection equipment per DOE and National Standards is required.
Responsibilities
- Ability to work independently, use engineering judgment, and devise innovative approaches to solving problems.
- Perform work that involves conventional engineering practices but may also include complex features such as resolving conflicting design requirements, unsuitability of conventional materials, and/or difficult coordination requirements.
- Perform work using Bechtel Standard Application Programs (BSAPs), appropriate 2-D and 3-D computer-aided design and computer-aided engineering (CAD and CAE) tools.
- Prepare communications to vendors and clients, review bid analyses and make recommendations, and prepare or assist in the preparation of studies, designs, reports, or proposals.
- Perform or assist in the performance of problem analysis and original design.
- Provide construction support for all phases of the project in conjunction with NFPA 241 requirements.
- Support the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
- Support the associated safety analyses and hazards evaluations.
- Excellent communication skills (both verbal and written), can be the "face" of Bechtel by promoting our leadership, quality, and safety values to external partners including vendors, construction companies, and other subcontractors.
Qualifications and Skills
Basic Qualifications
- Level 1: BS degree in Mechanical Engineering, Fire Protection Engineering, or Fire Protection and Safety Engineering Technology (or approved equivalent) from an accredited university, with minimum 9 years of relevant work experience, and prior experience with Fire Protection compliance, or in lieu of degree, must have minimum 15 years' experience, which includes prior experience with Fire Protection compliance.
- Level 2: BS degree in Mechanical Engineering, Fire Protection Engineering, or Fire Protection and Safety Engineering Technology (or approved equivalent) from an accredited university, with minimum 13 years of relevant work experience and experience and knowledge of Fire Protection compliance and working knowledge of NFPA, or in lieu of degree, must have minimum 19 years' experience, which includes prior experience and knowledge with Fire Protection compliance and a working knowledge of NFPA.
- Must be a US citizen.
- Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
- Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
- Must be able to obtain a site security badge for access to the worksite.
Minimum Qualifications
- Understanding of construction roles, practices, and economics.
- Practical work experience in equipment design and procurement.
- Ability to utilize office automation tools effectively.
- Knowledge of industry and regulatory guides, codes, and standards, broad knowledge of the application of Fire Protection engineering design principles.
- Nuclear experience in working with procedures meeting quality assurance programs such as ASME-NQA-1.
- Knowledge of engineering planning and control methods including computerized methods.
- Strong verbal and written communication skills.
- Be proficient in the use of Microsoft Office products (i.e., Word, PowerPoint, Excel) and the use HASS (Hydraulic Analyzer for Sprinkler Systems).
Preferred Qualifications
- Professional Engineers license in Mechanical or Fire Protection Engineering.
- Previous UPF experience.
- Knowledge of Bechtel Corporate guides and standards and relevant CAD, CAE, and Bechtel standard computer applications.
- Experience with the Bechtel Procurement System (BPS).
- Understanding of ASME NQA-1 requirements for procurement.
- MS degree in Engineering (Mechanical or related) with four (4) years of progressive related experience.
- Previous experience in front-end Fire Protection design and equipment selection for nuclear waste processing, nuclear, or nuclear chemical facilities.
- Previous construction support experience.
