Background and Context:
The World Bank Independent Evaluation Group (IEG) is responsible for evaluating the activities of the World Bank Group institutions.  The Director-General of IEG reports directly to the World Bank Group's Board of Directors. The goals of evaluation are to provide an objective assessment of the results of the World Bank Group’s work and to identify and disseminate lessons learned from experience.
One of IEG’s mandates is to be “encouraging and assisting developing member countries to build effective monitoring and evaluation associations, capacities and systems”. This mandate has enabled IEG to be a pioneer in Evaluation Capacity Development (ECD) since the 1990s.
ECD transitioned into a multi-stakeholder Global Partnership program, the Global Evaluation Initiative (GEI). GEI, housed administratively within the World Bank, is a donor-funded program jointly managed by IEG and the Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP), focused on global evaluation capacity development (ECD) efforts. GEI is designed to foster evidence-based decision making around the world, through support for the development of enhanced Monitoring and Evaluation (M&E) systems, frameworks and practices.
The Senior Evaluation Officer is a member of the GEI global team and reports to the GEI Program Manager. On a daily basis, he/she works closely with and under the supervision of the Evaluation Adviser of the GEI.

Duties and responsibilities:
In the framework of the GEI, the successful candidate will:• Coordinate the implementation of the evaluation strategy of the GEI; manage and participate in data collection, analysis, reporting and dissemination activities; ensure the timely delivery of high-quality processes and products.• Coordinate the GEI global team’s support to country-led evaluations in selected countries; liaise with national counterparts, provide technical assistance, assist in the coordination and implementation of data collection, analysis, reporting and dissemination activities; ensure the timely delivery of high-quality processes and products.• Contribute to the GEI global team’s work program in the field of M&E professional development; this includes but is not restricted to the following activities:• (Co-)organize and (co-)deliver trainings, workshops, and other learning events (e.g. in the framework of gLOCAL Evaluation Week or the National Evaluation Capacities Conference).• Conduct background research and produce short synthetic (technical) content on new developments in the field of M&E.• Support knowledge curation in the framework of GEI’s BetterEvaluation platform (www.betterevaluation.org).• Develop and implement new initiatives in the field of M&E professional development (e.g. trainings, repositories of knowledge) in collaboration with GEI partners.• Strengthen knowledge-sharing, coordination and collaboration in the field of M&E professional development with relevant institutions within and outside the GEI network.

Selection Criteria

The successful candidate is required to have the following qualifications, skills and personal attributes:
• PhD degree in a relevant field/discipline (economics, evaluation, public policy, business administration, finance, international relations or other discipline relevant to the WBG’s mission) plus at least 8-10 years of relevant work experience in evaluation or applied policy-oriented research, or Master’s degree in a relevant field/discipline plus 10+ years of relevant work experience.• Experience in designing, conducting, and leading policy-oriented research initiatives. Experience in managing and conducting evaluations highly preferred.• Experience in training professionals in the field of policy-oriented research. Experience in training M&E stakeholders on M&E systems, practices and/or methods highly preferred.• Knowledge of qualitative and quantitative (evaluation) research methods, including familiarity with data science applications.• Knowledge of national M&E systems.• Knowledge of evaluation processes and products in the context of Multilateral Development Banks (desired).• Knowledge and understanding of Multilateral Development Banks’ operational strategies, processes, and instruments (desired).• Excellent teamwork and interpersonal skills, capacity to motivate, develop and supervise teams, and ability to operate collaboratively across organizational boundaries.• Proven ability to handle multiple tasks independently, work under pressure with short deadlines, and be a problem solver.• Strong spoken and written communications skills, including the ability to speak and write persuasively and present ideas clearly and concisely.• Excellent writing skills in English.

Make Smart Decisions: Recommends and takes decisive action.• Applies critical thinking and seeks inputs and experience from others to recommend a course of action consistent with the WBG’s strategy.• Evaluates risk and anticipates the short- and long-term implications of decisions.• Commits to a decision and takes action once a decision has been reached.
