Position Summary
The Washington University School of Medicine Operations & Facilities Management Department provides a range of services for the medical campus in a customer-focused, efficient, and sustainable manner. Operations & Facilities Management maintains 61 university buildings and provides operational, planning and construction services to over 8.3 million gross square feet of space. We will open three new facilities between 2023 and 2025 with over 1.5M BGSF. In addition, the School of Medicine continues expanding its reach on and off campus in teaching, clinical care and research. Our team plays a vital and important role in delivering clinical care, research and education.
This position oversees the emergency Preparedness and Response equipment and systems within the Emergency Management Department which include, but are not limited to Emergency Notification System (ENS) hardware and associated software, outdoor warning sirens, audiovisual systems within Emergency Management and public safety spaces, radio communications systems, public safety applications (WashU Safe App), virtual incident management system platforms, data analysis tools, mobile response resources and computer equipment cache. This position serves as an advisor to the Director on matters related to the integration, application and continued maintenance of new and emerging systems and technologies that support the public safety mission. Additionally, this position serves as the primary leadership liaison for supported technology systems with external vendors and the Washington University Information Technology Department (WUIT).
This position also assists with the coordination of daily Emergency Management functions for the department including maintaining the Emergency Operations Center (EOC) in a state of readiness for response and recovery efforts and representation of the Emergency Management Program at university meetings, organizational functions or civic engagements as assigned by the Director or Assistant Director. This position is responsible for 24/7 on-call emergency support services to assist with preparedness, response, and recovery efforts when activated or assigned by the Director or Assistant Director.
Job Description
Primary Duties & Responsibilities
  • Manages the core elements of Emergency Management's Preparedness and Response Systems on behalf of the university. Leads program activities and initiatives towards university-wide disaster resilience and effective emergency response and assigns and manages appropriate staff and resources to carry out scheduled functions. May be asked to serve on the rotating schedule as the lead manager in the Emergency Management on-call rotation and thus has the authority to act on behalf of and with the authority of the Director or Assistant Directors in their absence.
  • Oversees the design, implementation, and maintenance of Emergency Management systems, including incident management systems, crisis communication platforms, and data analysis tools. Collaborates with internal stakeholders and technology vendors to identify system requirements, develop specifications, and ensure systems align with organizational needs. Leads system integration efforts, ensuring seamless communication and data flow between various Emergency Management platforms. Manages system configuration, user access, and permissions, ensuring data integrity and security.
  • Conducts regular audits of associated Emergency Management and public safety systems, performance assessments, and troubleshooting to identify and resolve technical issues. Provides technical expertise and support to internal teams during emergency situations, ensuring systems operate effectively and support real-time decision-making. Supports the development and implementation of system testing and validation protocols to ensure system functionality and reliability.
  • Stays informed about emerging technologies and industry trends in Emergency Management and public safety systems, incorporating them into system enhancement strategies and strategic plans.
  • Collaborates with cross-functional teams to develop reports, dashboards, and data visualizations that support situational awareness, performance monitoring, and reporting requirements.
  • Provides technical oversight and management of the university's emergency notification system components including, but not limited to Installation and troubleshooting of Alertus hardware beacons and text-to-speech modules within university buildings and spaces, managing and troubleshooting connected alert modes (desktop popups, cable TV overrides, and integration with connected university mobile applications), acting as the primary Emergency Management liaison to WUIT groups for maintenance and upgrades to associated physical and virtual servers and software as well as appropriate data feeds from university systems of record.
  • Performs the role of Emergency Management technical lead on the development and maintenance of emergency notification system enhancements including the development of templates, groups, data feeds, incident communication workflows, and general troubleshooting.
  • Performs the role of Emergency Management technical lead on the development of and maintenance of virtual emergency operations center system (VEOCI) enhancements including but not limited to templates, groups, workflows, forms, dashboards, GIS feeds, and general troubleshooting.
  • Performs the role of Emergency Management technical lead for outdoor warning sirens located on the university campus(s) including, but not limited to acting as the primary liaison to equipment and service vendor(s), forecasting equipment needs, ensuring equipment meets federal, state, and local requirements, and providing general oversight, upkeep, testing and maintenance.
  • Performs the role of Emergency Management technical lead for supporting audiovisual systems within the public safety spaces including basic troubleshooting, preventative maintenance, testing, routine upgrades/updates, and assistance with analyzing and forecasting future audiovisual support technology needs. Acts as primary Emergency Management liaison for audiovisual vendors and service contracts.
  • Oversees the regular preventative maintenance and update of emergency operations center (EOC) computers and laptop computer cache.
  • Performs the role of Emergency Management technical lead for supporting radio/communications systems within the public safety spaces including oversight and regular testing of Emergency Management systems such as HAM radios, 800Mhz radios, and satellite phones. Acts as the primary Emergency Management liaison for radio and communication vendors and service providers. Provides support in communications activities/needs across multiple university campuses in coordination with public safety communications managers. Acts as primary Emergency Management liaison for providing input on distributed antenna systems (DAS) as they relate to public safety on campus.
  • Provides general support and technical expertise in the integration of geospatial information systems (GIS) products including ArcGIS.
  • Provides general support and technical subject matter expertise as requested to Emergency Management and public safety work groups including recommendations for system enhancement.
  • Develops and coordinates the delivery of appropriate training programs to educate internal stakeholders on system functionality and best practices.
  • Leads and manages assigned program staff, contractors, interns, and other personnel resources responsible for Emergency Management Program functions within the Emergency Management Department which includes regular meetings with assigned direct report staff including, but not limited to coaching, performance evaluations/improvement, and professional development.
  • Provides training, support, and technical guidance (worksheets, templates, diagrams, etc.) on the usage of any associated Emergency Management Program systems and tools including, but not limited to emergency planning/preparedness systems, business continuity and emergency response software tools that may be used by university faculty and staff responsible for essential functions.
  • Leads coordination of daily Emergency Management functions for the department including maintaining the Emergency Operations Center (EOC) on both campuses in a state of readiness for response and recovery efforts.
  • Representation of the Emergency Management Program at university meetings, organizational functions, or civic engagements as assigned by the Director or Assistant Director.
  • Serves as a part of the rotating 24/7 on-call Emergency Management support services function to assist with preparedness, response, and recovery efforts when activated or assigned by the Director or Assistant Director.

Preferred Qualifications
  • Master's Degree in information technology, Emergency Management, or related public safety field with a minimum of eight years of experience in a comprehensive practitioner position.
  • Strong skills and background in understanding complex IT and communications systems.
  • Ability to communicate complex topics with non-subject matter experts. Able to share expertise in a constructive and accessible manner.
  • Adaptability in learning and gaining proficiency in new and emerging technology for supporting public safety.
  • Understanding of and experience with emergency mass notification and warning systems.
  • Understanding of and experience with emergency communications and radio systems.
  • Ability to efficiently learn and utilize Emergency Management digital tools and systems such as continuity planning software, virtual incident management systems, emergency notification systems, geospatial information systems (GIS), and National Weather Service tools.
  • Proficient in Microsoft Office products including Word, Excel, PowerPoint, Outlook, and Visio.
  • Ability to maintain required certifications and initiative to seek opportunities for professional development.
  • Ability to respond to work with little to no warning during emergency situations or inclement weather.
  • Ability to work under mildly unsafe and/or uncomfortable environmental conditions during an emergency with factors that could include but are not limited to exposure to temperature variations, odors, wetness, dust, extended work hours, or lack of sleep.
  • Ability to deal courteously with university faculty, staff, students, visitors, or campus partners under stressful conditions.
  • Ability to coordinate with high-level staff positions within the University and outside agencies.
  • High level of understanding of all phases of comprehensive Emergency Management including preparedness, mitigation, response, and recovery.
  • Strong communication (oral and written) skills.
  • High-level interpersonal skills to gain consensus, compliance, and follow-through from university partners.
  • High level of knowledge and experience with Emergency Management standards of practice including but not limited to FEMA and the Emergency Management Accreditation Program (EMAP).
  • Ability to understand and work within a complex environment of multiple organizations and missions.
  • Strong critical thinking skills with the ability to manage complex projects and develop innovative solutions.
  • Ability to work in a team-oriented environment in a collaborative approach to continued development and enhancement of the Emergency Management Program.

Required Qualifications
  • Bachelor's degree in Emergency Management, business continuity, public administration or related public safety field or equivalent experience in Emergency Management in a comprehensive practitioner position for a minimum of seven years or equivalent combination of education and experience.
  • Completion of FEMA, National Response Framework and National Incident Management System courses (NIMS), Incident Command System courses (ICS 100, 200, 300, 400, 700 and 800), International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM) or ability, qualifications and commitment to achieve certification within one year of hire.

Salary Range
$57,300.00 - $97,700.00 / Annually
The salary range reflects base salaries paid for positions in a given job grade across the University. Individual rates within the range will be determined by factors including one's qualifications and performance, equity with others in the department, market rates for positions within the same grade and department budget.
