Job description

Minimum Qualifications

Bachelor's degree in Computer Science or a closely related field and four years of experience in Information Management Systems; OR an Associate's degree in a related field and six years of such experience; OR eight years of such experience. A Master's degree in Computer Science or a closely related field may substitute for one year of such experience. A Doctorate in a Computer Science or a closely related field may substitute for three years of such experience.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access.

Preferred Qualifications

At least five years of experience with database programming, data analysis and reporting in network environments. At least three years of RDBMS (Oracle, SQL Server) work related experience. Proficient in developing complex SQL queries and working with advanced SQL objects. Proficiency in database architecture/data modeling. Intermediate knowledge of SQL level performance tuning. Proficient in data management and data analytics, including data validation, integrity checks and report generation. Experience with federal data reporting.

Responsibilities

The Uninsured Care Programs (UCP) provide medications, primary care, and home care services to uninsured and underinsured persons living with HIV/AIDS in New York State. In addition, the program assists persons living with HIV/AIDS who have comprehensive insurance coverage in paying premiums to ensure that the coverage continues.

The Senior Database Developer will be responsible for database development and all Uninsured Care Programs (UCP) data reporting to internal and external stakeholders to meet federal and non-federal reporting obligations. The incumbent will perform and oversee all duties associated with generating and analyzing statistical reports for the UCP, utilizing a wide array of reporting and data collection software. The incumbent will be responsible for database performance enhancements, overseeing and monitoring incoming data streams for volume, accuracy, and timeliness and providing technical expertise and guidance as needed.
