Are you looking for a fast-paced and challenging position that will provide you with extremely valuable Data Warehousing, data infrastructure, and analytics experience, extensive variety, and frequent exposure to managers and staff in the Information Technology (IT) Branch? The Employment Development Department (EDD) is looking for a highly motivated and qualified individual to work in the Business Intelligence Data Warehousing Group (BI DWG). The IT Specialist II works as a lead Data Engineer in the development and maintenance of scalable data pipelines and build out new API integrations. The incumbent will develop data strategies, data analysis, and research in the use of Data Warehousing tools, establish BI standards and practices, and define appropriate API Governance Standards, Policies and Framework.
The incumbent will represent the BI DWG in support of the EEDNext project, which consists of modernizing EDD's Unemployment and Disability Insurance and Paid Family Leave benefit systems. This large scale project will impact all Californians.
The incumbent represents the interest of EDD's program customers, Department goals, and IT Branch directives in developing new BI capabilities, which lead to cost savings, improved analytical decision making, and faster response times for external and internal information requests.
This position is headquartered in Sacramento, California and may be eligible for telework under EDD's telework policy. Employees are required to report to their headquarters office, as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Extensive experience, knowledge and/or training in the following areas:
  • Database design and modeling.
  • NET software lifecycle design, development, installation, integration, evaluation, enhancement, maintenance, and testing.
  • Building Application Programming Interfaces (API) and/or API gateways and RESTful Web Services.
  • Developing in various Cloud Environments (public cloud, private cloud, hybrid cloud).
  • Business Intelligence (BI) solutions development in collaboration with business customers and other technical domain experts using Microsoft or other reporting and analysis software.
  • Microsoft SQL Server database administration.
  • Microsoft SQL Server databases, capacity planning, performance tuning, backup/restore, troubleshooting, and maintaining high availability in complex environments and mission critical applications.
  • Creating scripts using VB Script, Batch Language, and Microsoft PowerShell. • Building/deploying/maintaining and supporting SSIS packages and SSRS reports.
  • Building/deploying SQL jobs, including database maintenance packages.
  • Microsoft SQL Server DBA hands-on skills in supporting a production databases in all operations, such as troubleshooting daily operational issues.
  • Complex data analysis and integration using Microsoft SSIS.
  • Writing SQL with complex joins, stored procedures, and database functions • C# programming.
  • Data extraction from SQL and IBM Db2 databases.
  • Planning, designing and implementing data models, DataMart, and data warehouses.
  • ETL tools and processes.
  • Integrating and extracting relevant information from large amounts of structured and unstructured data (internal and external) to enable analytical solutions.
  • Manipulating large data sets through statistical software (ex. Software as a Service (SaaS)) or other methods.
