Description
If you are selected as the L48 RegulatorySenior Counsel, you will report to Global HSE & Regulatory Managing Counsel. You will serve as a member of the legal team and support ConocoPhillips' E&P and Global HSE matters.
This position will be in Santa Fe, NM.
Job Description
Responsibilities may include:

  • Managing the New Mexico Oil Conservation Division and North Dakota Industrial Commission dockets including drafting and filing pleadings, representing the company before the agency, preparing company witnesses to testify, assisting in developing exhibits, managing outside counsel who appears in front of the agencies on the company's behalf and attending every docket
  • Drafting administrative and/or regulatory applications, pleadings, and requests including pooling, commingling, non-standard spacing units, non-standard locations and lease and communization agreement extensions
  • Provide legal advice to management and staff regarding lease obligations, lease maintenance, royalty payments, surface use, horizontal well drilling issues, title issues, joint operating agreements, accounting issues, state and federal oil and gas regulations specific to exploration and production related issues to ensure compliance with federal, state and local laws and regulations
  • Collaborate with other Lower 48 Legal attorneys generally and with others supporting Permian BU on matters that have general applicability
  • Establishing and maintaining relationships with governmental regulatory personnel
  • Identifying and analyzing legal/regulatory issues and providing legal advice regarding general operational guidance in relation to regulatory matters
  • Facilitating collaboration across multi-disciplinary teams within ConocoPhillips including Lower 48 Land, Technical Staff, HSE, Litigation, Corporate A&D and state and federal Government Affairs to successfully develop a project and ensure regulatory compliance and business strategy
  • Advocating on behalf of ConocoPhillips before regulatory agencies to meet strategic initiatives
  • Participating in agency efforts to adopt new policies and rulemakings
  • Participating in trade associations and otherwise collaborating with other operators to address industry-wide issues
  • Maintaining awareness of emerging regulatory issues and communicating and addressing internally

Basic/Required:
  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • Juris Doctor degree from a law school accredited by the American Bar Association or foreign equivalent
  • Admission to the State Bar of New Mexico, or a state with reciprocity
  • 5+ years of direct experience handling domestic oil and gas exploration and production transactions and related agreements and legal issues

Preferred:
  • 7+ years of experience as an oil and gas regulatory attorney
  • Thorough working knowledge of oil and gas exploration and production with a strong emphasis on all regulatory aspects of oil and gas operational matters
  • Mature judgment and discretion
  • Strong individual initiative, discipline, and commitment to superior performance and continuous learning and improvement
  • Strong negotiation, advocacy, presentation and collaboration skills
  • Ability to communicate clearly and effectively, verbally and in writing
  • Ability to handle and prioritize assignments that may be broad in scope and complexity, and that involves collaboration with employees in different departments or with varying levels of seniority
  • Ability to work well under pressure and balance multiple deadlines and transactions
  • Ability to work independently within broadly defined objectives, performing job functions without extensive supervision
  • Ability to learn quickly and apply Company policies, procedures, operations, and industry practices
  • Strong analytical, conceptual, problem-solving, planning, evaluation, and legal project management skills
  • Ability to establish professional credibility with a variety of clients and management
  • Analyzes partner needs, global, political, and market trends to understand how they shape the future and impact our business results
