Job Description

The Senior Contracts Manager supervises the development, procurement, negotiation and administration of contracts entered into by the East Hawaii Region of Hawaii Health Systems Corporation. This position has broad responsibilities for contract planning, development, controlling and coordination, as well as supporting procurement contracting, purchasing activities, and the establishment of maintenance of process and procedure in accordance with prevailing State and federal laws and regulations.

LOCATION: In-person or hybrid. Candidates pursuing a hybrid work environment must work on-site on the Big Island at regular intervals throughout the year (approximately four times per year for visits of approximately one to two weeks each). Airfare and lodging will be paid for by the organization, in accordance with our policies.

Relocation assistance is available for an incumbent who moves to the Hilo area to accept this position.

MAJOR DUTIES & RESPONSIBILITIES:

  • Supervises and directs the development, negotiation and administration of contracts, both as to basic objectives and long-range program plans
  • Coordinates contracts entered into by the East Hawaii Region
  • Monitors and evaluates the performance of contracted parties to assure compliance with the terms and conditions of the contracts
  • Serves as liaison for the East Hawaii Region with contracted parties, recipients, agencies and/or individuals
  • Manages and participates in developing, preparing and coordinating contract award documents to include construction, healthcare services, information technology, complex medical equipment and other complex purchases
  • Negotiates, prepares and issues contract modifications, amendments, change orders
  • Reviews and processes contract claims, protests, appeals and alleged irregularities in coordination with Legal Counsel
  • Manages contracts communications to Corporate and Regional Executives, Boards of Directors, and internal auditors, as well as developing and delivering communications to external oversight, regulatory and administrative entities (i.e., State Auditor, Legislature, State Procurement Office and State and City Departments)
  • Develops guidelines and procedures for acquisition management contracting programs


JOB REQUIREMENTS

Education: Graduation from an accredited four (4) year college or university with a bachelor’s degree. Excess work experience as described under Specialized Experience, below, or any other responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.

Specialized Experience: Four and one-half (4-1/2) years of progressively responsible work experience which involved one or a combination of the following: professional work experience in the development and/or administration of contracts:

  • Preparing specifications for bids and quotes and proposals or formal requests for proposals for complex, high dollar contractual services, construction and equipment which involved the application of professional judgement and analysis in determining contract terms and conditions and/or developing proposals to meet such requirements;
  • Evaluating, developing, negotiating, or revising the content of proposals and/or contracts and/or requests for proposals or other solicitation documents;
  • Monitoring and evaluating the performance of contracted parties to ensure compliance with the terms and conditions stipulated in the contracts;
  • Participating in procurement strategic planning.


Supervisory Experience:
Two (2) years of supervisory work experience which demonstrated the applicant's knowledge of and ability to apply the principles, practices, techniques and methods of supervision including: (1) planning, organizing and directing the work of others; (2) assigning and reviewing work; (3) advising others on difficult work problems; (4) timing and scheduling work; and (5) training and developing employees.

Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.

Medical Examination Requirement

Offers of employment will be contingent on successfully passing a pre-employment examination, which includes drug screen and other regulatory medical requirements such as, but not limited to, a tuberculosis (TB) screen. The cost for drug screening and blood draw for QuantiFERON and Titers, shall be borne by the Hawaii Health Systems Corporation.
