Summary
The primary purpose of this position serves as the organization's senior civilian Program/Portfolio Manager, contracts manager, and staff advisor. Provides continuity in management and advisory services in support of the commercial contracting function for the Command. As the Senior Program Manager, acts on behalf of the Commander/Director in nonmilitary matters with responsibility for the efficient management and technical direction of the organization.

Plans, organizes, and oversees the business operations of the Contracting Branch/organization

Manages cost, schedule, and performance of complex acquisition program
Represents Contracting Branch with a variety of installation and functional area organizations

  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI),

  • Per 5 CFR 732.202, the investigative requirement CANNOT be waived for special sensitive positions. The selectee must possess this clearance prior to starting in the position
  • 5. This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate Component Official (i.e. the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or
  • if the employee is "grandfathered" under 10 USC 1736(c)(1), the following are statutorily mandated requirements (Reference 10 USC 1733 and 1737):
  • (a) Selectee must be a member of an Acquisition Corps at the time of appointment or possess a waiver.
    (b) Selectee must possess at least four years of acquisition experience
  • (c) Selectee must execute, as a condition of employment, a written agreement to remain in Federal service in this position for at least three years
  • In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment
  • The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually in accordance with the Joint Ethics Regulation
  • Position requires individual to obtain a Green Belt Continuous Process Improvement accreditation
  • The employee may be required to work overtime or uncommon tour of duty hours including evenings, weekends, and/or holidays. May be subject to off-duty hours on-call, particularly during Command exercises, special events, and emergencies
  • Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft
  • Position is eligible for telework on a regular and reoccurring or situational basis while requiring occasional visits to duty location based on the mission directive and discretion of the supervisor. A telework agreement must be signed
  • May be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, administrative and management work.
BASIC QUALIFICATION REQUIREMENTS FOR CRITICAL ACQUISITION POSITIONS: The Secretary of Defense shall designate the acquisition positions in the Department of Defense that are critical acquisition positions, applicants must:
1. Be eligible for GS-14, or equivalent; and
2. Hold a bachelor's degree; and
3. Have completed all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions; and
4. Possess four years of acquisition experience. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes policies, practices, regulations, and laws concerning the acquisition management process and initiatives; safety and security regulations, practices, and procedures; missions, roles, functions, organizational structures, and operation and organization that govern, interface with, and/or influence the services acquisition process
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, principles, policies, and practices of systems acquisition and program management.
2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Department of the Air Force, local organizations and entities that govern, interface with, and/or influence the systems acquisition process.
4. Skill in oral and written communication ; communicates clearly, concisely, and with technical accuracy.
5. Skill in staff level planning, organizing, and overseeing critical aspects of research, development, production, and support of subsystems or equipment; and coordinating various aspects of systems acquisition such as engineering, contracting, financial management, configuration, testing, and manufacturing. Ability to integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
6. Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
