OIC CAREER OPPORTUNITY

The Office of the Insurance Commissioner's (OIC) Consumer Advocacy Program (CAP) is seeking a mission-driven, seasoned leader to fill the Senior Consumer Advocacy Insurance Supervisor (Functional Program Analyst 4) position in the Life and Disability Unit. This position is assigned to the Consumer Protection Division, located in our Tumwater office.
As the supervisor, you will have the opportunity to guide a well-established, functioning Life and Disability (L&D) Unit. The L&D Unit ensures that complaints are handled according to the program's internal procedures, and referrals are made to the appropriate divisions for enforcement. You will handle the "high priority" cases and provide expert-level analysis on a range of documents. The position also serves as the liaison to the Washington State Health Insurance Pool on behalf of the program and as the unit expert on provider issues.

This is a Washington General Service position. The annual salary range for this position is $64,092 - $86,208.

  • Manage a team of nine professional Functional Program Analyst positions.
  • Recruit, hire, develop, coach, and evaluate staff.
  • Coach and mentor team members on an ongoing basis and provide them with necessary training and professional development opportunities.
  • Develop staff through teamwork within the program by collaborating with other program supervisors to support CAP's mission and performance metrics to serve Washington's consumers.
  • Demonstrate professional interpersonal skills including a positive attitude; effective change management skills; conflict resolution; customer-focused communication.
  • Handle high priority cases and those that require supervisory-level attention from legislative staff, reporters and agency leadership referred to the program for subject matter expert input and guidance.
  • Prepare complaint files for enforcement action for unlawful, unfair or inequitable insurance practices, and assist with enforcement.
  • Draft bill analyses, comments on proposed legislation and public policy affecting insurance regulation and stakeholders for review by the program manager.
  • Provide narratives to justify expenditures and budgetary needs identified in the program, which are reviewed by the program manager.
  • Participate on rule teams and workgroups, as needed.
  • Serve as the technical expert for CAP on medical provider issues.
  • Serve as the liaison between the Consumer Advocacy Program and the Washington State Health Insurance Pool (WSHIP) and on the WSHIP Grievance Committee.
Required Qualifications:
A bachelor's degree and three years of experience involving the analysis and application of federal and/or state laws and regulations in at least one of following areas of expertise:
  • Customer complaint, claim or case resolution;
  • Insurance examinations, insurance underwriting, compliance, rating or claims;
  • Health care benefit plan design, distribution, or administration.
(Seven or more years of professional work experience involving the analysis and application of federal and/or state laws and regulations in at least one of the areas of expertise as identified above may be accepted in lieu of a bachelor's degree.)
Additionally, after qualifying by a method above:
  • At least two years of experience supervising, mentoring, developing, and training subordinates;
  • Basic-level skills and experience in Microsoft Outlook, Word, PowerPoint and Excel;
  • Two years of work experience producing work products that demonstrate a scrupulous attention to detail and superior writing skills
Preferred/Desired Qualifications of this position include:
  • Demonstrated experience providing engaging and clearly articulated presentations to professional, legislative, technical and/or legal audiences
  • Two years of experience answering a high volume of phone calls in a customer-focused environment and handling public-facing interactions in a calm, professional manner.
  • Intermediate-level skills and experience in Microsoft Outlook, Word, PowerPoint, and Excel
