Pay: $25.83 min to $30.99 mid per hour
Under general supervision, inspects construction work sites to assure compliance with plans, specifications, contracts, agreements, safety regulations, city, state and federal construction standards and regulatory requirements. Maintains daily work logs, inspection records and project files including paper and electronic data. 
Primary Duties and Responsibilities:

  • Reviews plans and specifications of construction projects. Conducts preconstruction, preliminary inspection meetings and provides technical support to contractors related to design standards and ordinance enforcement.
  • Inspects public improvement construction including streets, sidewalks, water, wastewater, drainage infrastructure and other associated civil construction and certain private civil construction improvements for compliance with city ordinances and standards, state and federal regulations and specifications.
  • Reviews sanitary sewer videos, water test results, field densities, lime testing and concrete testing for compliance with City standards.
  • Provides project status updates and reviews to Engineering Project Manager and other staff as necessary.
  • Performs field inspections to evaluate the work performed and materials used; verifies quality of workmanship, quality of materials used and compliance with plans and specifications. Ensures the protection of city assets and property.
  • Reads blueprints and review construction drawings for accuracy. Mark up construction drawings with field changes to allow for accurate Record Drawings to be created.
  • Interprets city codes, city ordinances and applicable federal and state regulations.
  • Evaluates and enforces within the position’s authority the City’s Storm water Master Plan and associated Best Management Practices (BMPs.) as appropriate to the project.
  • Monitors and inspects traffic control devices.
  • Monitors and inspects trench safety plans.
  • Notes deficiencies and deviations from plans; refers serious problems and disagreements in interpretation to the appropriate person(s).
  • Maintains daily work logs, inspection records and project files including paper and electronic data.
  • Frequent communication with residents, supervisor, design engineer or city engineer, other city staff, developers, contractors and franchise utility representatives.
  • Processes monthly pay estimates within the position’s authority (ex: verify type and quantity of materials used and that work billed for has been completed).
  • Checks water and wastewater lines, valves, meters, pump stations and components when necessary to verify proper operating conditions, identify maintenance needs, and verify that equipment functions meet job specifications and technical codes.
  • Investigates, responds to and resolves customer, contractor, developer, and general public complaints, concerns and questions related to construction projects.
  • Interacts with public and private organizations, developers, contractors, City departments, staff, and residents with preconstruction projects through to final inspection and recommendation for project acceptance.
  • Responds outside of normally scheduled work hours in response to special events, natural disasters, emergencies, or critical incidents as determined by the City.
  • Maintains the integrity, professionalism, values and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
  • Cooperates with co-workers professionally to accomplish work efficiently and effectively.
  • Has regular, predictable attendance; attendance is a factor in continued employment with the City.
  • Performs other duties as assigned or required.
Education and Experience:
High school diploma or GED equivalent; AND five years’ work experience in Public Works operations and maintenance programs, including water and wastewater programs; OR an equivalent combination of education and experience; at least one year experience as a Construction Inspector.
Required Licenses or Certifications:
  • Must possess a valid Texas Drivers’ License;
  • Depending on the needs of the City, specific technical training and certifications may be required, including Texas Commission on Environmental Quality (TCEQ) water and wastewater certifications.
  • Certified Public Infrastructure Inspector preferred or to be obtained when eligible.
Required Knowledge of:
  • City policies and procedures.
  • State and Federal regulations governing storm water, water quality, drainage, and wastewater treatment, including Environmental Protection Agency regulations and TCEQ safety standards and inspection protocols.
  • Methods, practices, standards and specifications for compliance with water and wastewater regulations.
  • Principles of design, construction and maintenance of water and wastewater system infrastructure.
  • The Manual on Uniform Traffic Control Devices Manual (MUTCD) and its’ practical application.
  • Materials, methods and techniques used in maintenance, repair and construction of roadways, utilities and other city infrastructure.
  • Construction site inspection techniques, material specifications, and testing procedures.
  • OSHA safety rules and regulations, and safety standards.
  • Customer service standards and protocols.

Required Skill in:
  • Using initiative and independent judgment within established procedural guidelines.
  • Interpreting and applying construction standards and procedures, applicable State and Federal rules and regulations, and City ordinances and codes.
  • Detecting and locating faulty materials and workmanship and suggesting appropriate remedies.
  • Reading and interpreting plans, schematics and specifications.
  • Promoting and enforcing safe work practices.
  • Establishing and maintaining cooperative working relationships with co-workers and the public.
  • Operating a personal computer utilizing a variety of business software.
  • Communicating clearly and concisely, both verbally and in writing.

Physical Demands / Work Environment: 
  • Work is performed in a standard office environment, and in internal and external environments with exposure to inclement weather; light physical demands, frequent climbing, kneeling and lifting to 50 lbs.
