Overview
The Senior Construction Inspector will provide construction management services for the Fort Jackson Resident Office (CESAC-CDJ), Fort Jackson, SC and for the Charleston District and supported agencies as assigned. General job responsibilities include, quality assurance, construction management, and construction inspection services support, as directed by a federal resident engineer, to ensure expeditious prosecution of federally contracted building construction projects.
Responsibilities
  • Review construction contractor's Quality Control Plans, Safety Plans, Schedule of Prices, Progress Schedules, and Network Analysis Diagrams (CPM's), Environmental Protection Plans, Asbestos Plans, and submittal registers for conformance with contract requirements and good practice.
  • Prepare quality assurance plans for projects. Ensure compliance with the plans and that the plans are being kept current.
  • Prepare detailed written reports with recommendations to the customer/Contracting Officer's Representative (COR) for acceptance or non-acceptance, including discussion of problem areas and nonconformance with contract requirements.
  • Prepare agendas prior to meetings and prepare minutes of the meetings and submit the minutes to the customer.
  • Attend, participate in advisory capacity, and keep notes of preconstruction conferences, quality control coordination meetings, in progress reviews, and other conferences and meetings with construction contractors and customer.
  • Review all the construction contractor's daily quality control reports to assure that the quality control operations are adequately documented (including such activities as level of inspection, testing procedures and results, documentation, deficiency correction, etc.).
  • Provide daily quality assurance inspections (follow-up inspections) and surveillance of construction contractor's Quality Control Programs and Safety Programs.
  • Review ongoing construction work to verify that materials and workmanship conform to contract requirements.
  • Attend quality assurance preparatory and initial inspections.
  • Within 24 hours of inspection, submit daily Quality Assurance Reports (QARs).
  • Monitor construction contractor procedures for tracking construction deficiencies to assure acceptable corrective actions and that an audit trail is maintained.
  • Review construction contractor progress payment requests and compare to the project progress schedule and submit a report with recommendations to the customer.
  • Assist the customer in conducting routine labor standards interviews.

Qualifications
Minimum
  • A minimum of 15 years in facilities engineering & construction experience in quality assurance and inspection of construction with a minimum of 10 years of civil engineering technician experience in construction materials testing, International Code Council (ICC) special inspections, reinforced concrete, asphalt pavement, geotechnical testing, soils handling, and the various general disciplines involved in the construction of facilities.

Required Skills
  • Ability to read, comprehend and apply federal and local codes and regulations to ensure compliance.
  • Ability to explain complex issues in laypersons' terms.
  • Proficiency with Microsoft Word, Excel, and Outlook.
  • Reading and interpreting of construction plans and blueprints.
  • Basic understanding of surveying.
  • Basic understanding of math.
  • Good oral and written communication skills.
  • Mechanical aptitude.
  • Diplomacy.
  • Manual dexterity.
  • Ability to access situation and use judgement in responding.
  • Ability to work independently.
  • Basic photography and photo editing.

Work Environment/Physical Demands
Physical Demands
  • Inspection activities involve standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching, working on irregular surfaces, occasionally lifting objects weighing over 25 pounds, and frequent lifting of 10-25 pounds. Report generation involves sitting in front of a terminal and operating a computer for up to 8 hours a day.

Work Hours
  • Support will be conducted during normal working hours, Monday through Friday, for 8 hours each day, although Saturday and Sunday work may be required. A compressed work schedule is permitted if approved by the customer.
