This position is a Senior Civil/Dam Safety Engineer in the Engineering and Technology Operations division. The position will support the Owner's Dam Safety Program to ensure safety of the City of Seattle's hydroelectric projects (Boundary, Cedar Falls, Newhalem, Skagit, and South Fork Tolt) and other related structures and facilities. This position will report to the Chief Dam Safety Engineer. Engineers in the Dam Safety team lead a diverse range of engineering tasks and thus a broad range of skills/abilities are regularly required. Projects assigned to the Dam Safety team vary in size and type, and often are highly visible within the utility. The position will lead, plan and coordinate work with internal stakeholders (other engineering disciplines (civil, mechanical, structural), project delivery, environmental affairs, relicensing, and operations) and external stakeholders (consultants/contractors, emergency management agencies, and regulators).

This position is responsible to work independently with minimal supervision as part of a team to accomplish the following general tasks:
- Apply a broad range of engineering concepts, principles, and practices applicable to dam engineering in the evaluation of hydroelectric facility operations and maintenance.
- Provide technical engineering support related to dam and appurtenant structures;
- Plan, coordinate, lead, perform civil/structural inspections of dams and appurtenances by maintaining broad engineering knowledge, in the areas of hydrology and hydraulics, geology and geotechnics, structural and mechanical, and prepare condition assessment reports.
- Prepare and review a variety of technical and non-technical documents, correspondence and official documents;
- Plan, coordinate, oversee, and manage variety of projects ranging from engineering studies, field investigations to design and construction related to dams and appurtenant structures. Cooperate with other agencies, consultants, departments, divisions, involved in or affected by project(s). This could include but is not limited to developing and/or reviewing contracts, scope of work, cost estimate, schedule, reports, drawings, specifications;
- Perform data review/analysis, and support data collection, instrumentation installation, calibration, troubleshooting, O&M;
- Support activities related to the Emergency Action Plan (EAP) including review and update of EAP documents, plan exercises, work with internal and external stakeholders
- Establish and maintain positive collaborative working relationships with hydroelectric facility staff, engineering staff, contractors/consultant, Federal, State, and emergency management authorities through phone calls, meetings, and written communications.

Requires five years professional civil engineering experience and a bachelor's degree in civil or other related engineering fields (or a combination of education and/or training and/or experience, which provides an equivalent background required to perform the work of the class).
Certification/License:
Current Washington State Driver's License or evidence of equivalent mobility.
Registration as a Professional Engineer (PE) in the State of Washington.
Work Environment/Physical Demands:
Most work is performed in a normal City work/office environment. Some field assignments may be required.
Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites.
May be required to lift over 50 pounds.
May be required to stand, walk, or bend for extended periods of time.
May be required to work nights, evenings, weekends, and/or holidays.
Overnight travel may be required.Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:
A highly qualified candidate is expected to have some of the following:
- MSc or PhD (or equivalent experience) in geotechnical engineering, engineering geology, structural engineering, hydraulic & hydrology, or other related engineering/technical disciplines.
- Five years or more of professional engineering experience in the dam industry or ten years or more of relevant engineering experience.
- Field experience in inspection of dams, appurtenant structures, construction work, and working with dam safety instrumentations and data.
- Educational background and/or experience in the analysis of concrete/earthfill dams, slopes, appurtenant structures, mechanical components.
- Experience with the FERC dam safety requirements such as Part 12D inspections, Level 2 Risk Analysis (L2RA), Potential Failure Modes Analysis (PFMA), Standard Technical Information Document (STID), Dam Safety Surveillance and Monitoring Plans and Reports (DSSMR/DSSMP), Emergency Action Plans (EAP)
- Experience in preparing and reviewing engineering calculations, design documents, drawings, specifications, and reports and providing construction support services.
- Experience in working with field crews and operations staff engaged in a variety of construction, maintenance, inspection, and repair activities and projects, troubleshooting and problem solving.
- Excellent people and communication skills, both written and verbal, relationship building skills and successful experience in mentoring and developing staff.

The full salary range for this position is $57.96to $67.49 per hour.
Location:This role is in Seattle, WA., and currently offers some remote flexibility under the current Mayoral mandate that all Seattle City Light employees are required to work in office a minimum of two days per week. The expectations for this specific position will be determined by the Department level authority and may require more days in a City Light office or service center. The Mayoral mandate is subject to change at any time.
