Sr Capture Executive, Civilian Agencies

Cherokee Federal seeks a highly experienced and self-motivated Senior Capture Executive dedicated to surpassing contract win expectations. The ideal candidate will possess a proven track record in strategically positioning U.S. Government Civilian contracts. This role involves steering the contract capture process from pre-RFP strategy development through successful award and launch for complex and significant business opportunities.  

Compensation & Benefits:

Estimated Starting Salary Range for Sr Capture Executive, Civilian Agencies: $146,000 - $263,000

Pay commensurate with experience.

Full time benefits include Medical, Dental, Vision, 401K and other possible benefits as provided. Benefits are subject to change with or without notice.

Sr Capture Executive, Civilian Agencies Responsibilities Include: 

  • Devise bid strategies, maintain senior management informed on bid progress, and lead intricate and substantial captures by coordinating proposal contributors across various functions.
  • Develop high "Probability of Win" strategies for targeted capture opportunities and mentor others through the process.
  • Serve as a customer-facing liaison, collaborating with Account Executives and Operations to fortify customer relationships.
  • Provide sector-specific market insights, identify gaps and emerging requirements, conduct market and economic analyses, perform business intelligence, design and implement formal capture plans, and monitor competitor activity for each capture.
  • Lead pre-proposal and proposal activities internally and with major subcontractors or consultants.
  • Direct business planning activities, including periodic pipeline reviews, bid agenda development, opportunity gate reviews, and proposal reviews.
  • Regularly engage with management, functional Points of Contact (POCs), staff, and customers, ensuring efficient task completion.
  • Conduct after-action reviews for all capture participants to document lessons learned, implement necessary adjustments to enhance capture techniques, strategies, and actions for improved proposal readiness.
  • Actively participate in bidder conferences, oral presentations, and site surveys.
  • Travel up to 20% of the time, including overnight stays
  • Performs other job-related duties as assigned

Sr Capture Executive, Civilian Agencies Experience, Education, Skills, Abilities requested: 

  • Bachelor's Degree 
  • Minimum of 12 years of related experience in business development, account management, or capture management with at least 7 years in a leadership role in federal contract capture, or an equivalent combination of education and experience.
  • Demonstrated success in securing large and complex solution opportunities exceeding $100M.
  • Previously worked as a capture analyst and has shown creativity and willingness to engage beyond traditional capture roles.
  • Exhibits a preference for a lean pace of operations and shows a desire to contribute beyond standard capture duties.
  • Advanced knowledge of government contracts, GSA, and FAR with expertise in implementing the Shipley process.
  • Proven expertise in business development encompassing targeting, opportunity qualifications, capture strategy, customer relationship development, and partner organization relations.
  • Strong leadership skills in orchestrating significant capture activities, including team building, win probability assessment, and timely execution of customer engagement plans.
  • Comprehensive understanding of various contract and payment types.
  • Ability to solve complex bid-related problems.
  • Proficiency in leading geographically dispersed cross-functional teams and utilizing automated tools and applications like Salesforce, Microsoft Office, and Teams for presentations and reporting.
  • Excellent interpersonal, written communication, and presentation skills.
  • Preferred advanced training and knowledge in Capture Management and Win Strategies.
  • Past applicable job experience may include, but is not limited to: Jr. Program Manager/Deputy Program Manager, capturing deals at various scales, and military background
  • Must pass pre-employment qualifications of Cherokee Federal
