Position Description: This resource is critical to continue creating reports for Child Welfare and Finance in NYS. If this resource is not procured, SPPD and the OCFS Data Warehouse will be left without a resource to address ongoing management and operational reporting over the next two years, including needed development of data structures and extractions that are necessary for the continued support of Local Districts of Social Services (LDSSs) and Federal reporting.
Duties include, but are not limited to, the following:
Participate in business requirement gathering for BI projects.
Work with Business Analysts on analysis and logical design.
Perform complex SQL coding to facilitate reporting and testing functions.
Modeling using IBM Cognos BI Framework Manager and Transformer to support mission-critical reporting initiatives, including all layers of the model and package development.
Securing the Framework Manager and Transformer models for data level, object level, and package access security.
Create advanced reports using IBM Cognos Analytics, which include but are not limited to several pages with conditional formatting and joining multiple queries to produce a single dataset for the requested report.
Complete testing of all reports, dashboards, and analytics in all environments prior to business owner review/approval.
Transfer knowledge to other Cognos users, creating their own reports in person and using electronic technologies.
Provide troubleshooting and end-user support, and problem resolution.
Research and develop solutions utilizing new product functionality to integrate into Human Services Cluster business deliverables.
Support rewriting of claims reports required by changes caused by the federal Family First initiative.
General skills (must have):

Experience in Creating and modifying Framework Manager & Transformer models 7 year(s) of experience
Experience in Creating and modifying reports using COGNOS tools 7 year(s) of experience
