QED Systems, LLC, is currently recruiting for a Senior Battle Manager, to join our team at Fort Meade, MD to support our USCYBERCOM J0/J1 contract.

An organization’s Battle Rhythm (BR) provides the structure and sequencing of actions and events within all HQ which regulates the flow and sharing of information supporting all decision cycles. A BR is a consistently recurring cycle of command and staff activities intended to synchronize current and future operations. As a practical matter, the HQ USCYBERCOM BR consists of a series of meetings, reporting requirements, and other activities. The logical arrangement of Operational Planning Teams (OPT), Joint Planning Groups (JPG), Crisis Action Teams (CAT), and other cross-functional organizations and functions within the HQ contribute to an effective and efficient organization.

Duties:

  • Develop plans, tools, and processes to implement a command-wide Battle Rhythm Management (BRM) approach.
  • Conduct comprehensive BR training for Command personnel including OPT, JPG, and CAT prior to Tier I exercises to help with using the BR exercise portal.
  • Develop and host periodic brown bag sessions on the BR process and corresponding tools to raise the comfort level of the staff with the BR.
  • Develop virtual BR training resources including short videos to capture the attention of users and provide different methods of training.
  • Develop additional BR training formats at the request of the BR Manager.
  • Develop BR Portal user guide to define the purpose of the BR, easy-to-read instructions on how to contribute and search for information and contact information.
  • Support execution of BR processes throughout the command via the BR Working Group and BR Management Board including preparation of briefs and meeting minutes and setting up meeting logistics.
  • Conduct oversight of command-wide implementation of BR processes by establishing performance metrics, collecting metrics data annually and providing outputs including trends from previous data collections.
  • Document command-wide implementation of BR processes (e.g., develop TTPs for coordinating the flow of information and work with USCYBERCOM training branches to test these TTPs during exercises)
  • Develop web-based tools and pages to support the battle rhythm process.
  • Initiate and make recommendations to Government Leadership on BR process changes to optimize efficiency and effectiveness and on new product/service offerings to enhance support to the BRM effort.
  • Provide a weekly written Progress, Status and Management Report summarizing specific tasks completed/deliverables provided and a brief synopsis of ongoing work that had not yet resulted in a completed deliverable.

Required Skills & Experience:

  • Experience with using Microsoft SharePoint
  • Detailed-oriented with excellent technical, verbal, and written communication skills.

Required Clearance:

  • ACTIVE CLEARANCE LEVEL REQUIRED: TS/SCI with CI Poly

Qualifications:

  • Bachelor’s degree in Project Management, Business Management, Economics, Political Science, Computer Science, Engineering Law, Government Contracting Finance / Accounting or related discipline required.
  • Minimum of ten (10) years of experience with project and program management oversight.

Travel:

Less than (Not less than) 10% travel is expected for this position. Travel may include continental United States and outside continental United States locations.

Work Environment:

This position will be co-located with customers and other contractors in USCYBERCOM (also co-located with the National Security Agency (NSA)). This position is full-time on-site and does not allow for a regular hybrid or telework structure. Telework may be required due to exceptional circumstances (extreme weather, pandemic, etc.).

  • Withstand prolonged periods of sitting at a desk and computer use.

Position Type/Expected Hours of Work:

This is a full‐time position, Monday through Friday. Flexibility around core hours. Travel may occur outside of normal core hours.
