About the Department
The NC State Office of General Counsel provides, manages, and coordinates all legal services for the University in a collegial, responsive, and professional manner. The Office of General Counsel provides mission-oriented legal counsel and representation on a wide variety of matters to the Board of Trustees, the Chancellor, senior officers, other University administrators, and faculty and staff who are acting on behalf of the University. These matters include, but are not limited to, governance, employment, student affairs, athletics, public records, real property, sponsored programs, intellectual property, purchasing, and civil rights. The Office represents the University in administrative proceedings before federal and state agencies and coordinates all litigation matters. The Office also routinely provides strategic risk management advice, coordinates the University's compliance program and maintains the University policy process.
Essential Job Duties
Reporting to the Vice Chancellor and General Counsel, the Senior Associate General Counsel will engage in a wide-ranging, intellectually challenging, fast-paced, and demanding practice. The Senior AGC will also be expected to play a leadership role in the Office of General Counsel including, as appropriate, overseeing practice groups, coordinating complex legal projects, and attending meetings on behalf of the General Counsel. Practice areas will focus on providing legal and strategic advice on a wide array of complex topics involving multiple stakeholders, including in the areas of employment law, student affairs, athletics, and general complex transactional, regulatory compliance, and litigation matters, among others.
Primary Responsibilities
  • Provide well-rounded, expert advice and counsel to various stakeholders throughout the University.
  • Manage significant and complex legal matters independently and in coordination with a small in-house legal team.
  • Coordinate, oversee, and lead small teams on complex legal matters and significant projects.
  • Assist with the drafting, oversight, and governance of the University's policies and procedures.
  • Provide legal advice and counsel to the University's leadership team on matters relating to policy and governance questions.
  • Work with various stakeholders at the University to advise on legal implications in connection with issues and concerns raised by faculty, staff, and students.
  • Provide legal advice and counsel on regulatory, athletics, labor and employment, student affairs, litigation, and Title IX matters, as well as complex commercial transactions, vendor agreements, research agreements, and partnerships.
  • At the direction of the Vice Chancellor and General Counsel, lead practice groups and other office initiatives.

Qualifications
Minimum Education and Experience
  • Excellent academic credentials.
  • J.D. degree from an ABA accredited law school.
  • Licensed to practice law in the State of North Carolina (or eligibility for admission within 12 months of hire).
  • A minimum of seven (7) years of general legal experience, including at least five (5) years with increasingly sophisticated experience in providing legal advice to institutions of higher education or comparable entities, whether as in-house or outside counsel.

Other Required Qualifications
  • Experience handling legal issues in the higher education space is required.
  • Excellent written and oral communication skills with the ability to convey legal principles in straightforward and understandable terms to all levels of the institution.

Preferred Qualifications
  • Significant experience providing advice and counsel to leadership teams at higher education organizations.
  • Experience with real estate, Title IX, federal regulatory programs, college athletics, faculty, student and academic issues, labor and employment, compliance, and/or litigation is a clear advantage.
  • Experience leading small teams, as well as coordinating those teams' responses to complex legal issues is preferred.
  • Demonstrated ability drafting policies and procedures; and providing advice and counsel regarding such policies and procedures to a broad range of constituents.
