- Reachable for appointment on current Civil Service eligible list used for filling this title, OR

- A bachelor's or higher degree in accounting, auditing, or taxation AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
- A bachelor's or higher degree (in any area of study) with proof of 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience as described above; OR
- A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience as described above; OR
- A currently valid Certified Public Accountant license and registration issued by New York State.
For Appointment to Accountant Trainee 1:
- Reachable for appointment on current Civil Service eligible list used for filling this title; OR
- One year of permanent, competitive service in a title eligible for transfer* under Section 70.1 of the Civil Service Law. Examples of eligible titles include but are not limited to: Auditor Tr 1, Budgeting Analyst Tr 1, Tax Technician 1; OR
- A bachelor's or higher degree in accounting, auditing, or taxation; OR
- A bachelor's or higher degree (in any area of study) with proof of 24 semester credit hours in accounting, auditing, or taxation courses.
- Please note, candidates in a transferable title may also require the additional qualification of 24 semester credit hours in accounting, auditing, or taxation.
- Perform daily bank reconciliations; Research and solve discrepancies identified when performing bank reconciliations; Monitor and take appropriate actions when identified items have not been addressed within a reasonable time frame; Verify all bank statements are loaded successfully in NYSIF system.
- Prepare monthly bank reconciliation reports.
- Perform Third Party Administrator account reconciliations.
- Perform and ensure stop payments are processed timely and accurately.
- Perform and ensure funds received are processed timely and accurately.
- Perform unclaimed funds process.
- Investment Middle Office: Daily Cash Projection Reconciliations; Settlements; Release Trades to custodian bank; Process corporate actions; Approve all movement of funds between custodial accounts and/or operating accounts; Liaison between outside Brokers, Custodial Bank, Investment Front Office, and Back Office
- Perform other requests/projects as necessary.

This position may be designated 55 b/c and is subject to verification of applicant eligibility. Candidates must possess a bachelor's or higher degree in accounting, auditing, or taxation, or a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses. Please note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
The New York State Insurance Fund (NYSIF) was established in 1914 as part of the original enactment of the New York State Workers’ Compensation Law. NYSIF's mission is to guarantee the availability of workers’ compensation insurance at the lowest possible cost to New York employers and to provide timely, appropriate indemnity and medical payments to injured workers, while maintaining a solvent fund.
