The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Water Supply seeks to hire an Administrative City Planner, M-2 for a position in the Land Acquisition Program (LAP), Watershed Lands and Community Planning Division within in the Watershed Protection Programs Directorate, located in Kingston, New York.
The Land Acquisition Program (LAP) is responsible for the City of New York's acquisition and disposition of real property interests outside the five boroughs, including oversight of DEP's core Land Acquisition Program established by the 1997 Watershed Memorandum of Agreement (MOA) and related partnership programs as codified in the City's Filtration Avoidance Determination (FAD) and Water Supply Permit (WSP). The LAP also provides real property research on upstate City-owned lands. The work performed by the LAP requires frequent interactions with property owners, appraisers, surveyors, environmental site assessment firms, local officials, watershed stakeholders, federal and State regulatory agencies, and other audiences.
Under administrative direction, of the Chief of Watershed Lands and Community Planning, the Administrative City Planner, M-2 will serve as Section Chief of the Land Acquisition Program and will be responsible for managing and overseeing all aspects of the LAP to address the City's upstate real property needs in compliance with various regulatory mandates (MOA, FAD, WSP) and the City Administrative Code. In addition to directing City-funded efforts to acquire fee simple land and conservation easements throughout the water supply watershed, the LAP Section Chief supervises three direct reports, provides leadership to the entire LAP team of real estate professionals, oversees the management of program contracts and vendor service contracts, develops and oversees the LAP budget, directs and supports research on existing City land holdings, and supports DEP real property needs in relation to large capital construction projects for water supply infrastructure. Specific tasks include:
- Supervising three direct reports and providing leadership and direction to a team of 12+ real estate professionals with a diverse range of technical expertise to ensure high productivity and efficiency; LAP staff work in three office locations (Arkville, Kingston and Valhalla) so travel is required along with excellent people skills.
- Overseeing and directing acquisition and disposition of real property interests owned by the City of New York outside the five boroughs; this task involves routine conveyance of conservation easements to New York State.
- Leading and/or assisting with the negotiation, drafting, and revision of real estate documents such as licenses, conservation easements and real property purchase contracts.
- Representing DEP interests by participating in stakeholder discussions regarding LAP matters, as well as negotiations with regulators regarding the City's Filtration Avoidance Determination (FAD) and Water Supply Permit (WSP).
- Providing oversight of the core LAP, Streamside Acquisition Program and City-Funded Flood Buyout Program, including contract negotiation and management as well as compliance with regulatory mandates (MOA, FAD, WSP), City procurement rules and Comptroller directives, and agency policies/requirements.
- Providing expert policy counsel and technical support on Land Acquisition matters to assist with DEP's oversight of the Watershed Agricultural Council (WAC) Farm and Forest Easement Programs.
- Overseeing and reviewing responses to real property information requests from other DEP bureaus.
- Ensuring the preparation and timely submission of program evaluation reports, solicitation plans, long-term acquisition plans, annual and semi-annual progress reports, monthly Commissioner reports, and other internal and external reports as mandated, requested or assigned.
- Managing the capital and expense budgets for the entire LAP, which includes in-house vendor service contracts, procurements, and contract payments to local program partners.
- Establishing, updating and following internal policies and SOPs to ensure the LAP continues to operate optimally.
- Overseeing the archival process for original documents and other documentation of real property interests to ensure such documents are available to City staff upon request and to others in the context of the Freedom of Information Act and applicable laws and policies. Facilitating the routine digitization and proper long-term storage of archival LAP documents.
- Overseeing the processing of all real property tax. Identifying potential tax grievance situations and assisting New York City Law Department with resolution of these grievances.

Preferred Skills:
- Driver's license valid in the State of New York
- Knowledge and proficient use of Microsoft Office Suite including Word, Excel, Outlook, PowerPoint and Teams
- Knowledge and proficient use of Adobe software
- Working knowledge of Geographic Information Systems (GIS)
- Familiarity or experience with DEP's Watershed Lands Information System (WaLIS)
- Ability to convey technical information effectively to a non-technical audience
- Ability to effectively analyze and evaluate data and performance metrics
- Ability to manage multiple priorities efficiently from start to completion
- Ability to work cooperatively with internal staff and external partners/stakeholders
- Understanding of organizational polices, SOPs and processes

Qualifications
1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or
2. Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial
experience."
