Supervisor of Safety and Security

DESCRIPTION:

Under the direction of the Supervisor of Safety and Security. The School Safety Officer will work to improve school safety and security. Working with the security guards, building administrators and other school employees, will assume duties and responsibilities that will ensure that access to buildings is limited to authorized individuals, that building security and safety procedures are followed and Board Polices are adhered to as related to security, safety and conduct. The employee will not have law enforcement powers with respect to local, state and federal laws.

DESIRED QUALIFICATIONS:
  • Must have separated from law enforcement service in good standing and meets the requirements a "Retired Law Enforcement Officer" under Federal Law pursuant to 18 USC 926 (c)
  • Must possess a photographic identification card and "retired" badge issued from the law enforcement agency from which he/she retired.
  • Must meet and maintain all annual training requirements and such other qualifications set forth in the Illinois Police Training Act, 50 ILCS 705, in order to carry a concealed firearm and live ammunition while on duty.
  • Familiarity with the E. St. Louis School District 189 area.
  • Possess effective writing and oral communication skills.
  • Desire to assist in maintaining and enhancing cooperative relationships between E. St. Louis School District 189 and the community.
  • Such alternatives to the above qualifications as the Board my find appropriate and acceptable.
  • High School Graduation or GED
  • 3 years' experience in safety or security
  • Class "A" Illinois Driver's License
  • Experience working with students is preferred
  • Passing score on Step Test (This is a timed test requiring you to step and down on a 12" step at a rate of 25 full (up and down) steps per minute for 1 minute.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Required to carry a concealed firearm and live ammunition while on duty, under the conditions the employee meets all annual training requirements and other qualifications set forth in the Illinois Police Training Act, 50 ILCS 705, pertaining to retired Illinois Law Enforcement Officers.
  • Employee must provide his/her own service weapon and ammunition.
  • Shall comply with all Illinois Law Enforcement Training and Standards Board policies and procedures related to the use of deadly force.
  • Monitor and screen access to school grounds and facilities which will include engagement of any unknown persons on school grounds. Engagement includes but is not limited to identifying the individual, ascertaining their purpose for being on school property and insuring that the person is properly directed and proceeds to the appropriate location.
  • Regularly patrol school perimeter and facility which will include security checks of school site including playgrounds and parking areas as well as security checks of school outbuildings and the school itself ensuring that access is limited to approved and specified areas or points.
  • Supervise student, adult and community events/activities (as assigned) to insure compliance with school safety and security procedures and Board Policy with a responsibility to report any suspicious or questionable activity or conduct to appropriate personnel (school administrator, police, etc.) and intervene when and where immediate action is necessary.
  • Monitor the entire school site (school building and grounds) noting any abandoned or unclaimed packages, property, and either determine the owner of the item, return item to school office or report items that are deemed to be suspicious or dangerous to the appropriate supervisor for further investigation.
  • Other duties as assigned.
  • Responsible for supervising students and other individuals (including non-employee adults) who have gained authorized or unauthorized access to facilities. Limited supervision with respect to other employees: coordinating the monitoring of building access with other employees.

ESSENTIAL PHYSCIAL REQUIREMENTS:

Employee must be able to see, hear and speak allowing careful observation of building conditions and events and allowing communication using communication devices (phones, walkie-talkies, etc.). Employee will be required to use hands, arms, back and may be required to lift and/or physically restrain individuals, visitors and/or students that pose a threat of bodily harm to others. Employee will be required to lift material, equipment, etc. on a regular basis up to 40 pounds and may be required to lift on a regular but infrequent basis over 100 pounds. Employee will assist with the evacuation of individuals. Must be able to walk, run, stoop, kneel, crouch, crawl, bend and twist on a regular basis.
