Job Summary
This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.
The purpose of this position to administer and provide coordination of the Minnesota Division of Homeland Security and Emergency Management's (HSEM) information and intelligence section to insure the division is in a state of readiness in the event of a natural or person made emergency, terrorist event, or disaster. This includes the coordination of analytical case support and trends of statewide and/or regional criminal, homeland security and all hazard activities. The position acts as the HSEM liaison to the MN Fusion Center. The information and intelligence coordinator works with and trains federal, state, tribal, local first responders, state agencies and other key stakeholders, including private sector, concerned with threats to the to the state of Minnesota and jurisdictions within. Along with the Critical Infrastructure Coordinator this position will coordinate the special events program in Minnesota.
Qualifications
Minimum Qualifications
Four (4)* years of paraprofessional full-time experience in criminal justice or law enforcement agency or security private industry focused on investigative analytical techniques
Experience to demonstrate the following:
  1. Good working knowledge of investigative analytical techniques, including an understanding of flow charting, link analysis, phone toll analysis, financial analysis, and research and pattern trend analysis.
  2. Expertise to understand sensitivity of criminal investigative and homeland security data with demonstrated ability to operate within specific rules and procedures established for the protection of privacy and civil rights.
  3. Ability to efficiently navigate through social networking sites sufficient to obtain investigative information.
  4. Demonstrated ability to conduct research and author reports based on research is desired.
  5. Excellent oral and written communication skills with the ability to prepare written assessments and reports, and to present those reports to a variety of audiences as directed.
  6. Ability to obtain a federally recognized security clearance at the secret level.
  7. Ability to work cooperatively with individuals from diverse backgrounds.

*A four (4) year college degree in criminal justice may substitute for one (1) year of experience.
Preferred Qualifications
  1. Four (4) year college degree in criminal justice or closely related field.
  2. Experience working with database systems to include collecting, analyzing and processing data.
  3. Previous analytical experience with a criminal justice agency and/or fusion center.
  4. Have a current up to date federally recognized security clearance at the secret level.
  5. Previous experience conducting research and writing reports based on research.
  6. Minnesota Emergency Manager certification.

Physical Requirements
Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
