About the Position:
The Supervisory Control and Data Acquisition (SCADA) Manager serves as the lead on a management team providing technical leadership to staff in the analysis, design, development, implementation of the SCADA system network and will contribute to the planning, purchase, installation, update, and support of SCADA infrastructure.

- Seven years of experience in the water industry, Water-Systems Related Technology, Engineering or related utility experience.
- Must have at least one year of Lead or Supervisory experience.
- Any equivalent combination of education and/or job-related experience that meets the minimum qualifications may be substituted.
- Must possess upon hire or promotion and maintain two Grade 1 Operator certifications from the Arizona Department of Environmental Quality (ADEQ) in either Water or Wastewater; one in Water Treatment or Water Distribution and one in Wastewater Treatment or Wastewater Collections.

Education and Experience:

Licensing, Certifications and Other Requirements:

- Provides day-to-day administration and maintenance of the division's large, complex, and unique Supervisory Control and Data Acquisition (SCADA) driven industrial control systems, including any technologies which support staff activities directly.
- Oversees the SCADA work group and SCADA system controls of all the automation for the water and reclamation systems, including SCADA specialists at various levels, including all contracted support.
- Works extensively with the Information Technology Division to support City IT policies, and plan division SCADA technology. Coordinates SCADA software, hardware and communication technology rollouts, and network testing with staff and Information Technology Division. Supports all City standards involving technology.
- Supervises employees and coordinates personnel-related activities to include, but not limited to: training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations.
- Interprets and develops programming logic that applies to complex water and wastewater systems control logic within a computer-based SCADA system. Participates in SCADA and other control systems development processes including needs assessments, design, implementation, testing, and operational assessment.
- Researches and reviews current SCADA software, hardware, and communication products and trends to recommend future implementations of technology to ensure the department stays current with present and future technology trends. Plans and implements installation and upgrades to the division's SCADA systems.
- Resolves operational problems involving SCADA technology for users, analyzes industrial control system operations from the user's viewpoint, and ensures that all SCADA system requests and problems are being appropriately resolved in a timely manner.
- Develops procedures manuals and system documentation to ensure consistent and resilient operation of division SCADA system technology. Coordinates with Information Technology on SCADA network security issues.
- Lift and carry materials weighing up to 30 pounds.
- Travel to/from meetings and various locations.
- Attend evening and weekend meetings as necessary.
