Purpose
The Sanitation Business Operations Manager organizes, directs and monitors the Sanitation Section's BUSINESS OPERATIONS to ensure efficiency in services to residents, including solid waste removal, recycling, street sweeping, leaf collection and snow and ice control.
Essential Functions
Strategic Planning and Process Improvement
  • Assist the Sanitation Services Manager in the administration and coordination of the field operations and the evaluation and alignment of work practices, procedures, systems and policies.
  • Establish appropriate service and staffing levels.
  • Identify service delivery breakdowns and direct the implementation of cohesive, City-wide solutions.
  • Research and develop strategies and direct implementation of work methods, new technologies, equipment and tools for improved work practices.
  • Communicate, present and influence change while collaboratively engaging key stakeholders in the process.

Leadership
  • Collaborate with the Sanitation Area and District managers to design benchmarks and quantitative techniques to improve the productivity and quality of operations.
  • Create, define, evaluate and improve productivity and quality of operational standards to maximize efficiency and to build an effective workforce.
  • Oversee the preparation of management and productivity reports and studies.
  • Manage and direct staff in the execution of departmental goals and objectives.
  • Implement operations enhancement and provide guidance and direction to internal teams for continuous improvement

Fiscal and Budgetary
  • Oversee the business sections of the Sanitation Section, including the Drop-off Centers, Maintenance, and Inspection Services.
  • Inspect and evaluate business processes, rate structures and service delivery methods for cost recovery and revenue enhancement.
  • Collaborate with Sanitation and Fleet staff on equipment procurement planning and decisions.
  • Participate in the development and administration of the section budget.

Minimum Requirements
1. A Bachelor's degree in Operations Management, Logistics, Business Administration, Public Administration, Accounting or a closely related field from an accredited college or university.
2. Four years of progressively responsible experience in operations management, including one year in a supervisory role.
3. A valid driver's license at time of appointment and throughout employment.
Equivalent combinations of education and experience may be considered; However, one year of supervisory experience may not be substituted.

Desirable Qualifications
  • Knowledge of best practices relative to solid waste and recycling collection and related municipal services.

Knowledge, Skills, Abilities & Other Characteristics
Technical
  • Knowledge of organizational and management practices, including analyzing and evaluating programs, policies, and operations.
  • Ability to learn and apply the City's budgetary process and procedures, including preparation and administration.
  • Ability to read and interpret job-related materials such as budgets, reports, and correspondence.
  • Computer skills to efficiently and effectively create documents, maintain databases, produce spreadsheets, and prepare reports using Microsoft Office, particularly Excel.
  • Ability to become familiar with and effectively utilize industry-related technology, such as geographic information systems (GIS), work order systems, scheduling systems, fleet management systems and routing systems.
  • Ability to identify and develop process improvements.
  • Ability to develop the knowledge of the City of Milwaukee streets, neighborhoods, boundaries and special conditions and locations important to daily and emergency operations.
  • Ability to learn the types and uses of various trucks and heavy equipment used in the operations.

  • Verbal communication skills, including the ability to effectively convey detailed information to coworkers and managers.
  • Written communication skills, including the ability to prepare detailed documents and reports using correct English grammatical and punctuation conventions.

Current Salary
The current salary range (Pay Range 1JX) $103,826 - $117,177 and the resident incentive salary range for City of Milwaukee residents is $106,941- $120,692. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods.
