Job Summary:

Responsible for recording financial transactions, maintaining, and updating all financial records daily. Plans, implements, and administers the day-to-day operations of the Great Plains Accounting Program by using functionalized double-entry accounting package. Provide overall supervision and review of accounting records, ledgers, and statements for accuracy and completeness. Knowledge of the integrity of the chart of accounts, journals, fiscal closing statements, bank accounts, general ledger, asset management and depreciation, etc. Serve as liaison between the assigned local units and Area Command. Manage the reconciliation of the donor system. Maintains a general knowledge of the donor and participate in the reconciliation process of donations daily.

Administers the day-to-day operations of the Human Resources office; interviews, screens, and hires employees; prepares and maintains personnel records; handles all employee relations issues and conducts investigations as needed; communicates and enforces personnel policies and procedures; prepares and plans employee training. Receipts, deposits, and prepares payroll for the Area Command employees.

Corps Accountant Responsibilities 50%

Receipting/Bank Deposits/Accounts Receivable:

Assists Accounting Clerk in preparing and processing the deposit of all checks/donations received through the mail, lock boxes, and various programs;

Assists in preparing bank deposits slips and summary of daily receipt report(s);

Ensures all checks are stamped with deposit stamp;

Enters receipts into accounting records after Accounting Clerk makes copies of all checks and summary reports.

Performs monthly reconciliation of accounting records with donor database.

Performs monthly reconciliation of bank statements for all accounts.

Prepares monthly Accounts Receivable Listing and A/R Accrual journal;

Inputs journal and accrual reversal into accounting system in conjunction with controller.

Payroll/Benefits Billing:

Prepares and inputs general journal for each payroll cycle; prepares and inputs monthly accrued payroll journal and accrual reversal journal.

Prepares monthly reconciliation of General Ledger payroll accounts with Payroll Master Control
Records.

Prepares and inputs bank adjustments/drafts related to employee/officer benefits i.e. group insurance, pension, sick benefits, and officer’s retirement fund into accounting system.

Prepares Tax Deferred Annuity invoice and posting each payroll cycle.

Prepares and reports payroll each pay period.

General Ledger/Closings:
Reviews chart of accounts and recommends revisions to Controller.

Reviews posting of all balance sheet accounts, and income and expense accounts for errors;

Prepares journal correction on adjustments and errors for each month; inputs the same into the accounting system after the Controller’s review.

Accounts Payable:

Reviews Accounts Payable voucher for correct account codes, allocations, terms, etc. and returns to Accounting Clerk for corrections, postings, and payment.

Calculates support and statewide services due to Divisional Headquarters and prepares

Accounts Payable voucher for payment.

Cross-trains to handle all accounts payable information.

Financial Reporting:

Assists in preparation of all month-end financial reporting i.e. balance sheet and expense statements, net position.

Assists in preparation of all year-end financial reports.

Assists in preparation of all audit work papers as required by internal and independent auditors.

Human Resources Administration: (50%)

Prepares and processes new hire packages; assists new employees in completing the same; responds to questions and explains purpose of forms; provides all necessary items for Background Check, and when
Background is approved, continues with completing packet with new hire; prepares the packet to be
TSAMM entered.

Administers the day-to-day operations of the Human Resources office; interviews, screens, and hires employees; prepares and maintains personnel records; handles all employee relations issues and conducts investigations as needed; communicates and enforces personnel policies and procedures; prepares and plans employee training.

Prepares updates, and monitors manual/automated personnel records; updates data and prepares/generates various personnel reports and lists; ensures that accurate and complete personnel records are maintained for employees.

Prepares and maintains the manual personnel record keeping filing system which contains a hard copy of all personnel records including Exempt Employee Information forms, salary histories, benefit eligibility, insurance, and pension, etc., establishes and utilizes a personnel record system; ensures files are maintained in an organized and efficient manner.

Reviews Ceridian daily, checking for Paid Time Off requests and punches errors, being in contact with
Department Heads to remind them of any needs.

Prepares and processes termination packages; assists employee in completing the termination paperwork.
After receiving all needed signatures, enters this item into TSAMM.

Provides reports to Department heads if part time workers are working over the 29 hour work week.

Recruitment Responsibilities:

Writes and posts job openings; attends job fairs for the recruitment of employees; updates recruitment material; receives and reviews applications and resumes; interviews and hires staff; orients new employees to The Salvation Army policies and procedures.

Employee Relations Responsibilities:

Works with supervisors and managers to ensure proper scheduling and coverage of employees and ensures all schedules are posted two weeks in advance for optimum client coverage.

Provides direct and/or indirect oversight to departments on proper human resource practices including but not limited to policies and procedures, and employment law and best practices; consults with Officer as needed; relays such using the diplomacy and tact appropriate for the individual contact.

Conducts varying degrees of investigations as needed by interviewing applicable contacts and developing and creating written briefings on the outcome of such investigations; maintains a positive employee relations environment and supports the open-door policy.

Evaluates all disciplinary actions with regards to employee issues, both verbal and written, and communicates with the supervisor and managers regarding approval or disapproval of disciplinary actions and related documentation.

Training and Development Responsibilities:

Coordinates and schedules employee activities and training related to personnel policy and procedures; develops and facilitates monthly recognition programs; maintains a positive associate relations environment and supports the open-door policy.

Ensures department heads are properly trained on Title VII, Federal and State Laws and employment laws including Salvation Army policies and procedures.

Other Responsibilities:

Prepares bi-annual sales tax refund report.

Assists in budget preparation for various funding sources as requested.

Assists in conservation of all Salvation Army resources.

Serves as liaison between staff and insurance, personnel and payroll departments; answers questions, obtains clarifications on policies and assistance in processing insurance claims.

Assists with one other in opening office mail. Enters payables into TSAMM daily, with Admin Assistant processing income as received.

Assists with one other in counting Corps Tithes and Offerings each week.

Abides by all Salvation Army policies and procedures.

Performs other duties as required.

Minimum Requirements Required:
Education.

High School Diploma or G.E.D. is required and an Associate degree from an accredited college or university is preferred, and three years’ experience performing progressively responsible accounting work, and two years’ experience in the performance of human resources, office coordination, or similar work preferred, or
Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Certifications

Valid State Driver’s License

Knowledge, Skills and Abilities:

Knowledge of basic double-entry bookkeeping principles and practices and of applications to accounting transactions.

Knowledge of modern data entry methods as they pertain to bookkeeping functions.

Knowledge of modern office methods, procedures, and practices.

Knowledge of financial accounting systems and procedures.

Ability to prepare financial reports and records as required by The Salvation Army.

Ability to obtain numerical totals and balances and to verify information from complex forms and transfer to computers or manual reports.

Ability to organize work priorities.

Ability to perform multiple duties simultaneously.

Ability to interact and communicate well with other people.

Mental and Physical Requirements:

Ability to meet attendance requirements.

Ability to read, write, and communicate the English language.

Ability to keypunch information into a computer.

Ability to sort and file documents alphabetically and numerically.

Ability to effectively and efficiently work on multiple projects at the same time.

Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.

Limited amount of physical effort required associated with walking, standing, lifting, and carrying light objects (less than 25 lbs.) 5-10% of the work time.

Working Conditions:

Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt and the like.
