Introduction

This position is located in the Campus Security Office at Kapi'olani Community College. This position is under the general supervision of the Vice Chancellor for Administrative Services. The Security and Emergency Management (SEM) unit is a 24/7 operation that is responsible for the protection and security of the students, faculty, staff, visitors, and the property of Kapi'olani Community College. This unit includes University Security Officers II and I.


Duties And Responsibilities
(NOTE: ** denotes Essential Functions)

  • **Directs the development of long-term strategic and short-term tactical plans along with continuous program review and assessment for the implementation and operation of an efficient, cohesive, preventative and responsive Campus Security Department.

  • **Manage, supervise, evaluate, direct and lead the day to day operations of the Campus Security Department, which includes UH Security Officer(s) and contract security personnel.

  • **Develop, implement and maintain Standard Operating Procedures (SOP) for campus security and make written recommendations for their improvement for compliance with University, County, State, and Federal laws and mandates.

  • **Develop, update and implement a comprehensive Kapi'olani Community College Emergency Response Plan for students, staff, and faculty to follow for all types of emergencies.

  • **Develop, update and implement an emergency management protocol and standard operating procedures in alignment with the University of Hawai'i System Emergency Management Plan and the National Incident Management System.

  • **Upgrade and maintain the KCC security infrastructure which includes but is not limited to; security communication equipment, carts and motor vehicles, code blue phones and PA system, surveillance system, burglar and fire systems, area evac systems, etc.

  • **Manage the budget and finances for the Campus Security Department to ensure an effective expenditure plan and projected requirements.

  • Maintain and develop complex or special recurring and nonrecurring reports such as but not limited to campus crime trends, etc.

  • Responsible for the selection, training, and development of campus Security Officers.

  • Develop and conduct educational and training programs for Campus Security personnel, staff, students, and administrators in the area of safety and security.

  • Provide technical advice, interpretations and/or makes effective recommendations regarding applicable policies, procedures and other administrative requirements to administrators, faculty and staff.

  • Serve as college liaison and communicate campus security incidents, alerts and situations in a timely and orderly manner.

  • Effectively resolves complaints and security issues.

  • Responsible for written and oral communications, exercising tact, diplomacy, and good judgment in relations with others.

  • Attend meetings and participate in related College committees.

  • Work with and assist the college Information Technology department to take proactive measures to maintain cyber security and develop and implement policies and protocol in the event of an information breach.

  • Responsible for assisting with the Federal Clery Act compliance with Annual crime reports and crime data, Campus Security Authorities, timely warnings, etc.

  • Assist the Vice Chancellor for Administrative Services with management of environmental health and safety.

  • Keeps abreast of applicable changes in federal, state, and county laws, policies and procedures, new advances and activities in environmental health and safety affecting system and campus programs and activities.

  • Maintains liaisons with appropriate agencies such as the UH Environmental Health and Safety Office, Hawai'i Occupational Safety and Health Division, State Department of Agriculture, Hawai'i Emergency Management Agency (State Civil Defense), Federal Emergency Management Agency, Honolulu Police Department, Department of Land and Natural Resources, Department of Health, Department Education, and other related groups and organizations.

  • Serves as incident commander on emergency management and safety issues when called upon and until relieved of this role by the administration or proper authorities.

  • Coordinates emergency management responses when they occur, including during irregular hours such as weekends, evenings, and nights.

  • Responsible for access control and parking management for the campus.

  • Other duties as assigned

Minimum Qualifications

  1. Possession of a baccalaureate degree in related to Emergency Management, Health and Safety, Management/Administration, Administrative Justice, Criminology, Public Administration and 3 year(s) of progressively responsible professional experience with responsibilities for emergency preparedness (homeland security, civil defense, emergency response, planning and training, etc.), public safety (security, police work, etc.), or occupational safety (inspection, enforcement, etc.); or equivalent education/training or experience

  2. Considerable working knowledge of principles, practices and techniques in the Health and Safety, Emergency Response and Planning, Security, or Program Administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with Health and Safety.

  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

  7. Demonstrated ability to operate a personal computer and apply word processing software.

  8. Demonstrated ability and experience in working with and leading individuals with a diverse range of backgrounds, personalities, and skill sets.

  9. Demonstrated ability to manage work priorities and projects, and manage employee relations.

  10. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

  11. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Desirable Qualifications


  1. Experience in an educational, particularly higher education, environment.
  2. Experience working with law enforcement, first responders, and/or victims of crime or disasters.
  3. Evidence of commitment to Kapi'olani Community College's vision of positioning itself as a model indigenous serving institution whose graduates strengthen the social, economic, and sustainable advancement of Hawai'i and the world.
