Position Details Department Number/Name: 0-0281-000 / Environmental Health & Safety College Division: Administrative Services-Physical Plant Salary Plan: Administrative Job Code/Title: 1410 / Safety & Compliance Officer Hiring Salary/Salary Range: $56,966 - $61,200 Position Number: 00054886 ORGANIZATIONAL SUMMARY: USF's Office of Administrative Services (OAS) is made up of the dedicated people who keep our campus, the equivalent of a medium-sized city, moving forward. This team delivers essential services across USF's multiple campuses and locations that together total 11 sites, 1,646 acres, 350 buildings, and 12.8 million gross square feet. With responsibilities that include land use and planning, construction and development, maintenance and utilities, custodial and grounds services, parking and the Bull Runner bus system, environmental health and safety, university police, and emergency management; the OAS team has a wide-reaching impact that touches nearly every aspect of the University of South Florida community in support of the university's mission and strategic plan.

On USF's Tampa campus, the OAS team performs a broad scope of services that includes processing and completing over 45,000 work orders annually, providing custodial and maintenance services for 83 buildings totaling 4.5 million square feet, managing over 350 construction and renovation projects each year, providing utilities services for 350 buildings totaling 12.8 million square feet, maintaining 20,500 parking spaces across 93 surface lots and 4 garages, operation and maintenance of a fleet of 26 buses, and performing grounds care of 500 acres of space. USF Environmental Health and Safety (EH&S) implements policies, procedures and programs designed to protect life, property, and the environment. EH&S promotes a culture of safety by advancing adherence to the principles of safety, environmental compliance, and risk management, and assists the university community in achieving positive outcomes through education, hazard assessment, exposure mitigation, and the responsible management of hazardous materials. POSITION SUMMARY: This position reports to the Safety & Compliance Manager - Industrial Hygiene.

Position develops, implements and maintains a University-wide industrial hygiene program including indoor air quality, asbestos management, food hygiene, water quality, and hazardous noise. Typical work includes the investigation of internal customer concerns, collection of data through use of analytical equipment, and writing of professional reports. This position also assists in the delivery of training, drafting of new policies and procedures, and acting as a liaison with agencies that regulate these program areas.

RESPONSIBILITIES: 1. Responds to concerns of internal customers, investigating potential causes of IAQ concerns, gathering data through use of analytical equipment: a) Recommends corrective actions and evaluates their effectiveness. b) Provides professional communications to building occupants and facilities personnel both verbally and in writing.

c) Provides response for incidents that occur both during normal work hours and after hours. 2. Monitors University-wide asbestos compliance program: a) Identification of potential asbestos containing materials in construction and renovation projects.

b) Coordination of asbestos surveys with licensed consultants, ensuring that projects are performed in accordance with all regulatory requirements. c) Professional communication to building occupants, facilities personnel, consultants/contractors, and regulatory agencies both verbally and in writing. Provides response to incidents that occur both during normal work hours and after hours.

3. Oversees the USF hazardous noise program: a) Identification of hazardous noise areas through use of analytical instruments. b) Advises departments on ways to minimize noise exposures including selection of hearing protection and engineering controls.

4. Coordinates the USF respiratory protection program. a) Schedules and performs respirator fit testing.

b) Assists with selection of respirators. c) Provides training on respirator use. 5.

Evaluates space impact requests and event requests to identify potential hazards related to indoor air quality, asbestos, hazardous noise, food hygiene, water quality, etc. a) Advises project/event managers of options for reducing hazards associated with projects/events. Performs other duties as assigned.

POSITION QUALIFICATIONS: MINIMUM: This position requires a Bachelor's degree and 1 year of experience in safety or research compliance; or a Master's degree. Progressively responsible experience involving enforcement of safety protocols, hazardous material control, or scientific laboratory compliance may be substituted for the Bachelor's degree. PREFERRED: Degree in safety, public health, or science related field.

Four years of experience in the environmental health and safety field including indoor air quality and asbestos management. Accreditation as Certified Asbestos Inspector/Management Planner, Certified Indoor Air Quality Professional. SPECIAL SKILLS/TRAINING: Industrial hygiene experience.

Experience with Federal, State, local regulations and University policies related to indoor environmental quality, mold, asbestos, respiratory protection, hearing conservation, lead based paint, and occupational safety (i.e., OSHA 1910). Experience with a variety of industrial hygiene instruments (combustible gas meters, confined space meters, etc.).
