Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management; Occupational Health Division with many vacancies in multiple locations. Specific locations identified in overview section.Qualifications:

Experience (for positions above GS-5): Experience in or related to Safety and Occupational Health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:

  • Managing safety or Occupational Health program elements.
  • Developing and recommending Safety and Occupational Health policy to higher levels of management.
  • Applying Safety and Occupational Health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational Safety and health requirements.
  • Developing Safety and Occupational Health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and Occupational illnesses.
  • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
  • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established Safety and Occupational Health policies or standards and to identify potential new hazards.
  • Training of workers, supervisors, managers, or other Safety and Occupational Health personnel in safety or Occupational Health subjects.
  • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and Occupational Health nurse.
Basic Requirement: You qualify for this position if you meet the individual occupational requirement listed above and possess the specialized experience, as described below:
Specialized Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Investigating and helping resolve Safety and Occupational Health problems which encompass a wide variety of occupations in commercial type operations, in hazardous environments, and in other inherently dangerous law enforcement environments common to agency operations;
  • Advising management on responding to employee allegations of unsafe or unhealthful working conditions, Occupational Safety and Health Administration (OSHA) investigations of reported hazardous conditions or unsafe work practices, union grievances and unfair labor practices related to occupational Safety and health;
  • Conducting field surveys and upon special request, studying work operations and performing or requesting technical hazard surveys that may involve asbestos, noise, radiation, toxic materials, vapors, and dusts, as well as other environmental health hazards;
  • Identifying, directing, and where possible, conducting safety training for all assigned employees and supervisors. Training may be standardized courses, specific training needed to protect employees from emerging threats, or other less formal training opportunities to promote general Safety and safe work practices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Background Investigation: U.S. Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
