The primary purpose of this position is to perform work in a broad range of occupational safety program elements, such as inspections/surveys, assessments, evaluations, mishap investigations, and safety training.Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have at least one (1) year Basic Experience to qualify for GS-05 and above positions. Examples of Basic Experience includes managing safety or OCCUPATIONAL HEALTH program elements; developing and recommending SAFETY AND health policy; applying SAFETY AND OCCUPATIONAL HEALTH law, regulations, and principles; developing SAFETY AND health standards; developing or implementing programs to reduce severity and cost of accidents; analyzing and evaluating new and existing jobs and their processes; designing, modifying, inspecting, and surveying workplaces to eliminate hazards or identify new hazards; training of workers in safety or OCCUPATIONAL HEALTH subjects; and work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, AND OCCUPATIONAL HEALTH nurse.
OR
EDUCATION:
Undergraduate or graduate education with major study of safety or OCCUPATIONAL HEALTH fields (safety, OCCUPATIONAL HEALTH,industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, OCCUPATIONAL HEALTH, industrial hygiene, occupational medicine, toxicology, public health,mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
COMBINATION OF EXPERIENCE AND EDUCATION:
Equivalent combinations of successfully completed at least 24 semester hours of study from among the following (or closely related) disciplines: safety, OCCUPATIONAL HEALTH, industrial hygiene, occupational medicine, toxicology,public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology and basic experience described in A,directly related to the work of the position as outlined above that meets the requirements of the position.
OR
CERTIFICATION:
Completed Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-07
SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes applying laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with periodic inspections, surveys of facilities and equipment.
OR
EDUCATION:
Successfully completed one (1) full year of Graduate Education or Superior Academic Achievement.
OR
COMBINATION OF EXPERIENCE AND EDUCATION:
Successfully completed post undergraduate education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
GS-09
SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with periodic inspections, surveys of facilities and equipment, compiling and analyzing data and administrative SAFETY AND health requirements that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.
OR
EDUCATION:
Successfully completed a Master's or equivalent Graduate Degree; 2 full years of progressively higher level graduate education leading to such a degree; or completed LL. B. or J.D.
OR
COMBINATION OF EXPERIENCE AND EDUCATION:
Successfully completed post Graduate Education leading towards a Master's or equivalent Graduate Degree and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
GS-11
SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes managing safety or OCCUPATIONAL HEALTH program elements, developing and recommending SAFETY AND OCCUPATIONAL HEALTH policy to higher levels of management, applying laws, regulations, principles, theories, practices,and procedures to advise on or resolve technical matters dealing with periodic inspections, surveys of facilities and equipment, compiling and analyzing data and administrative SAFETY AND health requirements that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.
OR
EDUCATION:
successfully completed a Ph. D. or equivalent doctoral degree; 3 full years of progressively higher level graduate education leading to such a degree; or completed LL. M.
OR
COMBINATION OF EXPERIENCE AND EDUCATION:
Successfully completed post Graduate Education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. For example, one year at the GS-07 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of numerous established SAFETY AND OCCUPATIONAL HEALTH principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation occupational safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of normal occupational safety problems/health risks, and formal reporting procedures; and risk assessment methods and techniques for evaluating normal SAFETY AND OCCUPATIONAL HEALTH risks.
  • Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions.
  • Knowledge of basic construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards.
  • Knowledge of standard training techniques, methods, and materials sufficient to prepare and present formal training and instructional sessions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education: IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcriptswith the application. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
FORMAL TRAINING POSITION: This position is a developmental (GS-07 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
PHYSICAL DEMANDS:
Work requires regular and recurring physical exertion related to frequent onsite inspections and surveys requiring considerable standing, walking, climbing, bending, crouching, stretching, reaching, or similar movements. Occasionally, there may be a need to lift and carry moderately heavy objects. The work may require some degree of agility and dexterity when it involves inspecting construction sites or industrial complexes.
WORK ENVIRONMENT:
Work involves regular and recurring exposure to hazards, unpleasantness, and discomforts such as moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, and high temperatures from steam lines. Protective equipment and clothing may be needed, including, but not limited to hard hat, appropriate safety shoes, ear muffs or plugs, goggles, respirators, and gloves.Employment Type: FULL_TIME
