Job Title:Safety and Monitoring Specialist (SSS3)

Location: The location of this position may be negotiated anywhere in the counties it serves- Thurston County, Lewis County and Mason County.

Closes: April 10th, 2024

Salary: $5,214 - $7,016 Monthly

As a SAM Specialist you'll manage licensed foster homes, assist in renewals, amendments, investigations, and provide support to foster families. You'll evaluate family strengths, provide consultation, and address licensing concerns. The Opportunity:

The Social Services Specialist is responsible for meeting all casework management directives, such as:

  • Meeting requirements for foster care renewal and move applications.
  • Meeting requirements for licensing complaint investigations.
  • Meeting requirements for health and safety monitoring.
  • Meeting requirements for ICPC & licensing maintenance.
  • Meeting requirements for performance expectations.
  • Meet documentation requirements for accurate and timely entries into FamLink.
  • Meet the overall goals of developing partnerships with families, focusing on practical everyday life tasks and promoting specific skills tied to the family's tasks.

Some of what you'll do:

  • Complete renewals and moves of licensed foster homes. Perform assessment of eligibility for renewal and amendments (moves) of existing foster home licenses within required timelines:
    • Receiving and reviewing renewal packets for completion.
    • Reviewing family's history of intakes and licensing complaints.
    • Completing comprehensive interviews with providers, family members and others living in the home.
    • Performing physical inspections of all areas of the home, outbuildings and surrounding premises.
    • Assess for compliance with the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
  • Maintain foster home licenses:
    • Monitor status of the license and communicate necessary requirements for renewals to foster parents. Also communicate license status to case workers with children placed prior to expiration if a renewal packet has not been received.
    • Monitor required trainings, send notifications when trainings have expired, and communicate training opportunities to foster parents.
    • Process amendments and modifications to a license.
  • Conduct investigations of allegations of violations of minimum licensing requirements in foster homes:
    • Conduct interviews of children and adults, coordinating investigations with foster home licensors.


Required Qualifications:

  • One year as a Social Service Specialist 2.
OR
  • A Master's Degree in social services, human services, behavioral sciences, or an allied field and two years of paid social service experience equivalent to a Social Service Specialist 2.
OR
  • A Bachelor's degree in social services, human services, behavioral sciences, or an allied field, and three years of paid social service experience performing functions equivalent to a Social Service Specialist 2.

The above experience must include one year paid social service experience assessing risk and safety to children and/or providing family-focused practice services centered around the child (strengthening and preserving family units)

Additional notes:

  • A two-year master's degree in one of the above fields that included a practicum may be substituted for one year of paid social service experience.

  • A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.

Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org.

*Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process.


In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Ability to work cooperatively with diverse populations.
  • Previous demonstrated working understanding of agency policies, WAC and RCW related to licensed facilities.
  • Previous demonstrated ability to effectively, clearly, and concisely communicate verbally and in writing with management, peers, clients, and the public.
  • Previous demonstrated use and skill with MS Office and FAMLINK database.
