The Bureau of Survey and Certification (BOSC) is responsible for conducting survey inspections to ensure health care providers and clinical laboratories are compliant with state and federal requirements.

The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.

What You'll Do:

This position involves providing expert advice and consultation on federal Life Safety Code (LSC) rules and regulations, specifically conducting inspections for Medicare and Medicaid certification in both long-term care (LTC) and non-long-term care (NLTC) facilities. The role includes investigating complaints of noncompliance with LSC standards, offering on-site assistance during disasters, and utilizing technology for inspections and documentation. The position evaluates and recommends LSC waiver requests, reviews survey documentation for accuracy, and develops educational programs for Bureau of Survey & Certification (BOSC) staff and Healthcare providers. Additionally, the role contributes to program consistency, provides technical input for LSC regulations, and represents the Ohio Department of Health at conferences while liaising with state agencies on matters related to fire protection and building standards.

  • Provides advice and consultation on environmental health and safety, specifically federal Life Safety Code (LSC) rules and regulations.
  • Conducts LSC inspections of long-term care (LTC) and non-long-term care (NLTC) facilities for Medicare and Medicaid certification.
  • Investigates complaints alleging noncompliance with LSC standards in LTC and NLTC facilities.
  • Offers on-site assistance with LSC surveys in cases of fire or other disasters.
  • Climbs ladders and crawls through attic spaces as needed to conduct inspections.
  • Utilizes personal or laptop computer to compile, document, and record results of LSC inspections.
  • Carries and operates personal or laptop computer, portable scanner, camera, and reference materials/forms (weighing up to 30 lbs.) to and from worksite.
  • Evaluates and provides recommendations for LSC waiver requests under Title 18/19 submitted by providers.
  • Conducts the review and approval process of requests for temporary construction waivers.
  • Reviews all survey documentation for completeness and accuracy before processing and data entry.
  • Provides technical expertise to BOSC staff on LSC policy.
  • Develops and implements LSC educational training programs for BOSC and Health care providers/suppliers.
  • Acts as a preceptor for newer Safety & Health Consultants and assists in initial training as assigned.
  • Evaluates program consistency and effectiveness.
  • Provides technical input to BOSC administrators in the development and expansion of LSC regulations for current or new provider/supplier types.
  • Prepares written reports, records, and correspondence, including reports of survey findings and investigations.
  • Coordinates with state and local agencies regarding LSC regulations.
  • Represents Ohio Department of Health (ODH) at various federal and state conferences and meetings.
  • Serves as the BOSC liaison with the Ohio Department of Commerce on matters related to fire protection standards enforced by the State Fire Marshal and building standards enforced by the Division of Industrial Compliance.

Normal working hours are Monday through Thursday, 10 hours daily. This is an hourly position, with a pay range of 33 on the OCSEA Pay Range Schedule.

Qualifications


Position Qualifications:

12 mos. exp. in advisory or consultative capacity in field of industrial or environmental health & safety program development & education; 1 course or 3 mos. exp. in public relations; 3 mos. trg. or 3 mos. exp. in interviewing principles & techniques; valid driver's license, except in Ohio Department of Job & Family Services, must provide own transportation for travel & required automobile insurance coverage pursuant to Section 4509.51 of Revised Code as needed.

  • Or completion of undergraduate core program in natural sciences (e.g., chemistry, biology); 12 mos. trg. or 12 mos. exp. in industrial or environmental health & safety principles, practices & regulations; 1 course or 3 mos. exp. in public relations; 3 mos. trg. or 3 mos. exp. in interviewing principles & techniques; valid driver's license, except in Ohio Department of Job & Family Services, must provide own transportation for travel & required automobile insurance coverage pursuant to Section 4509.51 of Revised Code as needed.
  • Or equivalent of Minimum Class Qualifications for Employment noted above.

  • Undergraduate or advanced degree in natural science.
  • 2 yrs. experience performing state/local building code inspections.
  • Certification as Fire Inspector 1.
  • Experience performing federal life safety code (LSC) inspections.
  • Experience providing technical assistance regarding fire safety.
  • Experience working with building blueprints/drawings.
  • Experience in presenting training or public speaking.
  • Experience with computer word processing or working with databases.

Unless required by legislation, the selected candidate will begin at Pay Grade 33, Step 1 of the union (OCSEA) Pay Range Schedule ($30.55 per hour), with an opportunity for pay increase after six months ($32.04) of satisfactory performance and then a yearly raise thereafter.
