Access Alaska, Inc. is seeking a Full Time Rural Program Advocate. In this position you will assist seniors and individuals with disabilities to engage in services and resources that support their ability to remain living independently in their community of choice.
Essential Functions:
Information and Assistance: Provide one on one support to individuals seeking information on relevant community support and services.
Outreach/Community Education: Plan and complete outreach, collaboration and networking, community and systems advocacy, community education and public information, and technical assistance activities. Establish positive relationships with community agencies, tribal entities, and providers. Outreach around public health resources and initiatives in rural communities.
Case Management: Ongoing coordination, advocacy and monitoring of consumers to include support with paperwork for senior benefits or other assistance programs, collaboration with support systems and service providers, receiving or submitting referrals between departments or agencies and community resources as appropriate. Maintain knowledge of community resources and partnership.
Service Coordination: Completing necessary initial/annual assessments and plans of care for recipients of Senior In Home direct care services to ensure appropriate levels of care are received by consumers and families while maintaining monthly contact.

  • Submit a monthly report to Program Manager on SIHG activities performed.
  • Establishes and maintains positive professional relationships with coworkers, consumers and their relatives, guardians, representatives, and Care Coordinators.
  • Ability to inform consumers of program regulations and their responsibilities. Provide advocacy support to consumers as requested to include Fair Hearing processes.
  • Attend assessment or reassessment appointments alongside Medicaid consumers.
  • Assist consumers with Senior and Disability Services; Veteran's Administration; SIH; Private Pay out-of-pocket; and Private Insurance required paperwork as applicable.
  • Educate and support consumer independence by completing In House required paperwork. Complete consumer orientation with once approved for services.
  • Completes bi-annual home visits to consumers to ensure health, safety, welfare.
  • Completes bi-annual DSP evaluations with consumers to ensure staff satisfaction. Assist with annual survey of program participants.
  • Provide guidance and support as requested to identify backup plans and seek caregiver support.
  • Ensures that any information necessitating a Critical Incident Report is done so within the required timeframe.
  • Completes review of bi-weekly timesheets to make sure that services are rendered appropriately, including that the DSP has not worked overtime or unauthorized hours.
  • Collaborate with Finance team to complete billing processes such as Private Pay deposits; UT reports; matching; and Therap entry reviews on bi-weekly basis.
  • Inputs and maintains all required databases such as CIL Suite, Therap, and Harmony with accurate consumer information. Updates consumer lists regularly.
  • Maintain compliance with e-files and hard files. Ensures CA file review corrections are addressed within 30 days of being completed by CA director.
  • Notify HR team of requested DSP hires. Be a point of contact for DSPs who need support, guidance, or correction as needed. Contact DSPs to counsel or request correction on incomplete or problematic timesheets or Therap entries.
  • Completes billing processes to include batching and submitting timesheets, completion of UT reports; matching; and Therap entry reviews on bi-weekly basis.
  • Completes monthly Medicaid eligibility checks on all Medicaid clients. Ensure that appropriate program authorizations are kept current.
  • Attend and participate in all agency meetings, departmental meetings, consumer meetings, and trainings as scheduled.

Position Requirements:
Highschool or general education development (GED) diploma. BA/BS or equivalent experience preferred. At least two years of experience working with individuals who experience disabilities and/or Senior Alaskans and two years experience completing administrative tasks. Must be a self-starter and able to work independently but also collaboratively as a member of a team. Must have the ability to organize, prioritize and meet deadlines, while effectively managing multiple projects simultaneously. Must comply with multiple policies and procedures related to Senior & Disability Services, Medicaid, VA, Federal mandates, HIPPA and agency. Must have excellent verbal and written communication skills. Must be able to handle diverse and confidential information with discretion and good judgment.
Other Requirements:
  • Must be 18 years of age or
  • Highly proficient with Microsoft office Suite
  • Microsoft Teams and Zoom

Pay Rate: $22.06 - $24.81 DOE
Travel: Travel to rural communities served minimum 3-4 times per year. Travel within the served communities for events, outreach and to Consumer homes is required.
