This is a full-time, project Health Services Consultant 4 (HSC4) located within Health Services Quality Assurance - Office of Community Health Services. This project position is currently funded through 5.31.24.

Responsibilities include, but are not limited to:
  • Serving as the senior consultant on COVID and Equity leading rural communities' projects impacting issues of access to services, offering project management consultation, subject matter expertise, and leadership.
  • Serving as primary liaison and collaborator with lead agency and Rural Equity Advisory Teams (REAT).
  • Serving as primary coordination and collaboration contact with other CDC COVID Equity grant projects within the Department of Health (DOH).
  • Compiling and analyzing program data for reporting.

The Office of Rural Health supports health systems planning and development in Washington's rural and underserved communities to improve health and healthcare across the life span. The position of Rural Equity Program Manager serves as a senior health services consultant working independently is designated by the appointing authority. This position serves as the primary liaison and collaborator with the rural communities selected for community-based projects in this grant.


The incumbent may be located anywhere within the State of Washington. Telework (mobile-work) is expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Tumwater duty station for work activities. It is anticipated that the incumbent would be expected to report to the Tumwater duty station for work activities 1-2 days per month. This would need to be a conversation between the hiring supervisor and the incumbent.

Required Qualifications

Note: Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

  • Option 1: Six (6) or more years of experience in a health-related leadership, consulting, or coordinating position or managing a health services program.

  • Option 2: A bachelor's degree or higher in public health, business administration, human services, or organizational development; AND three (3) or more years of experience in a health-related leadership, consulting, or coordinating position or managing a health services program.
AND,
  • Experience working with diverse rural partners with demonstrated success achieving project goals with culturally relevant approaches.
  • Demonstrated experience with federal grant requirements including budget management, reporting and compliance, budget development, expenditure tracking, and monitoring.
  • Demonstrated experience managing or participating in programs or projects focused in rural and diverse communities.
  • Experience facilitating and participating in virtual meeting platforms such as TEAMS and Zoom.
Desired Qualifications
A master's degree or higher in public health, business administration, public administration, human services, or organizational development.
