General Description

The Environmental Permitting and Support (EPS) Unit is seeking a manager to develop, lead, and oversee the newly formed Compliance Team that will focus on monitoring, compliance, and enforcement activities at oil and gas waste management facilities regulated by the Railroad Commission of Texas. This position will work closely with the Manager of the EPS Unit and the Assistant Director of the Technical Permitting Section of the Oil & Gas Division to develop and manage this team.

Oversees the development, planning, daily operations, and management of the Compliance Team. Recruits and supervises a multidisciplinary team of professionals with backgrounds in various earth science, engineering, and geoscience fields, as well as support staff. Responsible for the implementation of rules, processes, and procedures to monitor the compliance of permits issued by the Unit. Will develop internal processes and workflows to organize and efficiently conduct compliance activities and work to resolve compliance issues through permitting actions, enforcement, or other means.  Will coordinate closely with the Permitting Team and with the District Offices.

Performs moderately complex managerial work administering the daily operations and activities of the newly formed Compliance Team of the EPS Unit.  Work involves establishing goals and objectives; developing guidelines, procedures and workflow processes, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating activities of the Compliance Team; developing and evaluating budget requests; and monitoring budget expenditures. Plans, assigns, and supervises the work of others.  Works under the supervision of the EPS Unit Manager, with limited latitude for the use of initiative and independent judgment.

Essential Job Duties

Manages activities of staff in the newly formed Compliance Team of the EPS Unit.

Serves as the primary backup for the EPS Unit Manager.

Oversees the preparation of management and productivity reports and studies.

Oversees special inspections, investigations, compliance and monitoring of all permitted facilities, and internal audits.

Coordinates Compliance Team activities with the Field Operations Section of the Oil & Gas Division and the Legal Enforcement Section of the Office of General Counsel.

Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.

Develops and implements techniques for evaluating the compliance and monitoring activities of the EPS unit.

Develops and evaluates budget requests, monitors budget expenditures, and adjusts as necessary.

Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies and procedures. 

Identifies areas of needed change and makes recommendations to improve operations. 

Provides technical guidance for the Compliance Team.

Represents the Compliance Team Unit during field inspections, at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees. 

Selects, trains, and evaluates job performance of staff.  

Manages staff development plans and activities.

Performs related work as assigned.

Position requires some travel.

Minimum Qualifications

Graduation from and accredited four-year college or university with a Bachelor's degree. in Engineering, Geoscience, Environmental Science, or a closely related field.

Four years of experience with a regulatory agency, waste management industry, or related field.

Education and experience may substitute one another

Valid Texas Driver's license and a good driving record.

Miscellaneous Requirements

Ability to work Monday-Friday, 8AM - 5PM in downtown Austin with occasional flexible hours, weekends. 

Position requires occasional overnight travel.

Preferred Qualifications

Registration as a Professional Engineer (PE) or a Professional Geoscientist (PG) in the State of Texas, or in a U.S. State with license reciprocity.

Five years of experience in the management of a business function, division, or department relevant to the assignment including the evaluation of technical and/or administrative staff. 

Three years conducting field inspections or investigations.

Preferred coursework in geological sciences, soil sciences, or related fields and/or industry experience.

Experience evaluating soil and groundwater data for compliance and monitoring of regulated facilities.

Experience in the oil and gas industry, oil and gas regulatory functions, and Railroad Commission rules and procedure.

Knowledge of Texas Administrative Code, Title 16, Chapters 3 and 4; knowledge of the Texas Natural Resources Code, Subchapter B; knowledge of the Texas Water Code.

Knowledge, Skills, and Abilities

Knowledge of state and federal statutes and regulations relevant to oil and gas drilling and production and surface waste management, including the Texas Administrative Code, Title 16, Chapters 3 and 4; Texas Natural Resources Code, Subchapter B; and Texas Water Code.

Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and in operating computers and applicable computer software.

Ability to manage Compliance Team activities; to establish goals and objectives; to devise solutions to administrative and technical problems; to develop and evaluate administrative policies and procedures; to prepare reports; and to plan, assign, and supervise the work of others.  Ability to present technical material to a wide variety of audiences, including the regulated industry, state and federal agencies and the public.

Skill in communicating effectively, both orally and in writing.

Ability to work effectively on a team, both as a leader and as a member.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
