General Description

Information Technology Services (ITS) in the Geographic Information System (GIS) Division is seeking a talented and motivated ESRI GIS Programmer/Developer to join our team. As an ESRI GIS Programmer/Developer, you will be responsible for designing, developing, and implementing GIS solutions using ESRI's suite of software products. You will collaborate with cross-functional teams to create spatially enabled applications, conduct geospatial analysis, and enhance our geospatial data management systems. The ideal candidate will have a strong background in GIS technologies, software development, and a passion for leveraging spatial data to solve complex problems.

 

Job duties

  • GIS mapping of Oil, Gas, Pipeline and Surface mining locations; programming and updating tools from ArcMap to ArcGIS Pro using the .NET API
  • Upgrade assistance on our GIS Enterprise server.
  • Python automation and scripting for GIS Data manipulation or in support of workflows; creating and modifying ArcGIS.
  • Server web services, working with the ESRI JavaScript API, migrating data processes from Oracle to SQL Server, consuming other RESTful API's, creating and using JavaScript to build or update apps, and using the ArcGIS REST APIs.
  • The candidate will also be ensuring compliance with applicable policies, administrative codes, and statutes. 
  • Updating a permit database; and some independent prioritizing of their assignments.
  • They will perform highly complex (senior-level) geographic information system work.
  • Work involves coordinating the input and manipulation of geographic information to create, maintain, display, update, and produce accurate maps and other representation of data.
  • Work is performed under the limited supervision of the GIS Manager & Data Reporting/Data Science Manager with direction from the GIS Lead, along with the Chief Data Officer, with considerable latitude for the use of initiative and independent judgment. 

Essential Job Duties

  • Perform GIS Application Development: Design, develop, and maintain GIS applications using ESRI ArcGIS software suite (ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise). This includes implementing geoprocessing tools, custom widgets, and extensions to support diverse geospatial workflows using the ArcGIS Pro SDK for .NET using Microsoft VS 2022.
  • Perform GIS Web and Mobile Development: Build and maintain compelling and engaging GIS apps with ArcGIS Maps SDK for JavaScript and/or ESRI's Web AppBuilder. Knowledge of CSS and themes for mobile application development.
  • Use your knowledge and experience with the ESRI Experience Builder to create no-code/low-code Web Apps.
  • Automation and Scripting: Automate data movement workflows using the latest Python 3.x scripting.
  • Use or create API's: With a Service Oriented Architecture (SOA) automate real-time data interfacing by consuming RESTful MuleSoft API's as well as exposing GIS Web Services via the ArcGIS REST API for consumption by other applications including SalesForce.
  • Database: Work with your knowledge of Oracle Databases or Microsoft SQL for the storage of Spatial data as well as crafting queries to update or retrieve data including spatial data in these databases. 
  • Develop geospatial databases to ensure data integrity, performance, security, and scalability.
  • Geospatial Analysis: Creates and modifies maps, graphs, or diagrams using geographic information system (GIS) and related equipment. Performs complex geospatial analysis using ESRI tools and techniques to support business decisions and provide valuable insights to stakeholders.
  • Spatial Data Integrations: Digitizes and maintains spatial databases of relevant information, documents procedures (SOPs), supports documentation of interfaces (Interface Control Documents, ICDs), validates data for accuracy and completeness, completes approved metadata forms, and produces maps of the resulting information. Integrate spatial data from various sources and formats including shapefiles, remote sensing and equipment data results, GPS data, and other external datasets.
  • GIS Data formats: Expand your existing knowledge of GIS data formats including GeoJSON, personal GeoDatabases, Shapefiles, KML, GeoTIFF or other Open Standards to store GIS Data.
  • GIS Technical Support: Provides administrative and technical assistance related to permitting for the public, agency staff, and government and elected officials; answers questions and explains permit regulations; and provides information regarding permit processing, policies, and procedures.
  • May work as a lead worker providing consulting in GIS functions and providing direction to others. 
  • Performs related work as assigned.

Minimum Qualifications

  • Bachelor's degree in computer science, computer information systems, geography, geographic information systems technology, Geomatics, management information systems, or a related field. 
  • 5 years' experience using Environmental Systems Research Institute (ESRI) GIS products including ArcGIS Pro, ArcGIS Online, ArcGIS and Enterprise.
  • 4 years' experience in Python v>3.8 and ArcGIS Server web services or other RESTful API's for data integrations such as ArcGIS API for JavaScript, ArcPy, etc.
  • 4 years' experience GIS-related Programming in languages including C# and JavaScript within a web development framework.
  • 3 years' experience in geospatial databases (e.g., Oracle Spatial, SQL Server, PostgresSQL/PostGIS)
  • Valid Texas Driver's License and good driving record
  • Education and experience may be substituted for one another on a year-per-year basis.

Preferred Qualifications

  • Bachelor's or Masters degree in geography, geographic information systems technology.
  • ESRI Technical Certification (e.g., ESRI ArcGIS Desktop Entry, ESRI ArcGIS Developer Associate).
  • Experience with cloud-based GIS platforms (e.g., AWS, Azure) and serverless computing.
  • Familiarity with open-source GIS technologies like QGIS and GDAL or the Open Geospatial Consortium (OGS) APIs.
  • Knowledge of GIS-based analytics and machine learning techniques.
  • Experience in oil, gas, or pipeline regulatory functions. 
  • Experience working with the ArcGIS Pro Pipeline Referencing or Utility Map library and functions.
  • Knowledge of the Railroad Commission's rules, policies, and procedures.

Knowledge, Skills, and Abilities

  • Working knowledge and understanding of locational/spatial data systems. 
  • Proficiency in cartographic principles and data visualization techniques.
  • Demonstrate understanding and ability to apply GIS concepts, theories, and principles. 
  • Ability to write programs and develop user interfaces, menus and macro-level commands.
  • Ability to effectively communicate regulatory information to a variety of audiences (verbal/written).
  • Ability to take initiative and work independently. 
  • Ability to work effectively on a team and collaboratively in a team environment.
  • Ability to address issues/concerns in a professional manner. 
  • Ability to maintain working relationships and communicate technical concepts to non-technical internal/external stakeholders. 
  • Ability to respond to high pressure situations and meet changing demands and timelines.
  • Ability to learn regulations and standards. 
  • Proficient in the use of computer systems utilizing Microsoft Office Suite and database systems. 
  • Demonstrate excellent organizational, communication and writing skills. 
  • Knowledge of office practices; of administrative and technical procedures; and of applicable policies, administrative codes, and statutes. 
  • Skill in the use of standard office equipment, computers, and computer software. 
  • Ability to respond to public inquiries in a timely manner; to implement administrative and technical procedures; to interpret applicable laws, rules, regulations, policies, and procedures; and to communicate effectively.
  • Problem-solving mindset and a passion for using GIS technologies to solve real-world challenges.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
