The State of Connecticut Department of Transportation ( DOT ) is accepting applications for seasonal Roadway Information Systems Summer Workers within the Bureau of Policy and Planning, Office of Roadway Information Systems, Roadway Inventory and the Traffic Monitoring Units at the DOT Headquarters in Newington.
POSITION HIGHLIGHTS:
  • Seasonal position with an anticipated start date in May 2024 and ending by August 31, 2024.
  • 8 hours per day, 40 hours per week
  • Monday through Friday
  • Location: Newington, CT
  • First Shift

THE ROLE:
The Roadway Inventory Unit is responsible for keeping accurate current and historical data on almost 22,000 miles of public roads in Connecticut. Through various efforts data is collected and validated on a project level basis for state and local roadways. The unit is responsible for updating and maintaining the Department's Linear Referencing System (LRS) and the Transportation Intelligence Gateway (TIG). The unit is also responsible for tracking, documenting, and maintaining all identified roadway asset data for use in meeting reporting requirements including, but not limited to: the Highway Performance Monitoring System (HPMS). This data supports various critical Department functions including: asset management, project prioritization and coordination, financial tracking, funding eligibility, safety analysis, Federal and State reporting requirements, and performance management, among others.
The Traffic Monitoring Unit is responsible for CTDOT's traffic data collection systems. The unit manages over 25 permanent count stations, 13,500 portable count locations, and handles hundreds of traffic studies each year. This data supports various critical CTDOT functions including asset management, project prioritization and coordination, financial tracking, funding eligibility, safety analysis, infrastructure project development, Federal and State reporting requirements, and performance management, among others.
The Summer Workers in the Roadway Inventory and Traffic Monitoring Units will gain experience by fulfilling the following duties:
  • Assist in the development and maintenance of a multi-modal network to the current LRS by including Rail, Trail, Transit, and Private Roads to better identify crash data locations.
  • Assist with the quality control assessment of roadway, traffic asset datasets to ensure they meet or exceed nationally accepted standards for completeness, accuracy, precision, and uniformity.
  • Assist with data update coordination to ensure proper integration of roadway data into the LRS of record, assistance in the development of supplemental collection plans for requested safety and asset management related assets (e.g. center line rumble strips, approved speed limits) that support critical Department functions.
  • Assist with coordination and outreach to identify and integrate disparate Department datasets.
  • Assist with providing outreach to the 169 municipalities in CT to gather, format, and integrate appropriate local roadway datasets.
  • Assist with organizing and advise Department partners on developing technology solutions to aid in collection, integration, and quality assessment of data, including cutting edge technology such as computer vision and machine learning.
  • Assist with ensuring high quality roadway data is collected, vetted, processed, stored, and made available to report, display, edit, and publish road network and asset data for internal and external customer consumption.
  • Assist with the analysis of data, perform quality control procedures, and accurately make it available to display on the LRS along with other GIS formats for enterprise consumption for visual and analysis purposes.
  • Assist with creating, developing and extracting reports and dashboards of various assets for comparison, analysis, and cross validation as well as develop reports to provide summary data.
  • Assist with working closely with various internal and external partners and customers including FHWA, municipal officials, regional organizations, state officials etc.
  • Assist in quality control and calibration of sensors used to collect volume, vehicle classification and asset datasets to ensure they meet or exceed nationally accepted standards for completeness, accuracy, precision, and uniformity.
  • Assist in the deployment of at roadside locations to accurately measure and record traffic conditions.
  • Assist the installation video recording equipment and program camera to record studies that will be processed into numerical data using AI software.

Minimum and maximum hourly rates will be subject to the following criteria:
  • Returning Seasonal Workers may receive $.50 an hour additional compensation for each season of service up to the maximum hourly rate.

OR
  • Experienced workers in the specific functional area with another employer may be credited with such time on an equivalent basis to seasons worked and granted the same additional compensation up to the maximum hourly rate.

OR
  • Undergraduate or graduate students may be granted additional compensation of up to $.50 more per hour (up to the maximum hourly rate) for each full year of completed education on the basis of 30 semester hours equaling one (1) year.

NOTE: Determination of hourly rate is based on the above criteria. Additional compensation is based on only one criteria. It is not intended for individuals to receive additional compensation through application of the multiple criteria listed above.

MINIMUM QUALIFICATIONS
Any experience and training that could reasonably be expected to provide the knowledge, skills and abilities listed above.
PREFERRED QUALIFICATIONS
  • An academic history that demonstrates an interest in Data Analytics, Statistics, Geography, Geographic Information Systems, Management Information Systems, Computer Science, or Mathematics. Other degrees will be considered providing that the applicant has coursework or work experience in data collection, data analysis, and data reporting.
  • Grade Point Average of 3.0 or higher in the above listed areas of study or closely related areas of study.
The following experience through course work, work experience, or internships:
  • Experience in performing measurements, performing quality checks and reporting information.
  • Experience with Microsoft Office and other programs such as, but not limited to: FME, PowerBI, ESRI's product suite, and Google Earth.
  • Experience with computer programming languages, large data sets, querying and scripting capabilities and database management using applications such as Java, SQL, Python, and others.

SPECIAL REQUIREMENTS
  • Incumbents in this class assigned to recreational activities must be able to perform emergency first aid as needed and certain positions will require a current Standard First Aid Certificate.
  • Incumbents in this class assigned as bus drivers or operate a motor vehicle must possess and retain a current Connecticut Motor Vehicle Operator License to drive a bus and/or a Motor Vehicle Operators License as necessary.
  • Incumbents in this class may be required to travel.
