This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.
 


SUMMARY OF DUTIES
This position manages Metrolink Commuter Operations T&E crews to ensure safe and efficient operation of locomotives and trains within the assigned territory.  Responsibilities include providing leadership, monitoring and guidance operational oversight, in coordination with other managers and supervisors.
 


ESSENTIAL FUNCTIONS:

  • Initiate action for non-compliance in a consistent and fair manner. 
  • Responsible for operating budget, oversee train operations to optimize OTP and make recommendations for improvement. 
  • Promptly respond to service disruptions providing service recovery and written and verbal reports. 
  • Manage and oversee locomotive engineer certification requirements and re-certification program. 
  • Conduct efficiency tests and ensure compliance with all Metrolink, Amtrak and federal operating requirements, initiating action for non-compliance in a consistent and fair manner. 
  • Responsible for training and qualifying personnel on various types of equipment, riding locomotives, and ensuring employees operate equipment efficiently and in compliance with the General Code.

 

 

MINIMUM QUALIFICATIONS:

  • Must be certified as Class 1 FRA Engineer. 
  • Minimum of two (2) years operating experience as a locomotive engineer with no violations as described in CFR 49 part 240.
  • Must have a valid Class “C” California Driver’s License and no DUI convictions within the last 3-years.

 

 

PREFERRED QUALIFICATIONS:

  • Qualified on physical characteristics of territory.  Demonstrate business and financial management experience.
  • Other Requirements:  Attain DSLE and become qualified on physical characteristics within six (6) months.  Demonstrate leadership and supervisory skills, knowledge of CFR 49 requirements, labor agreements and Amtrak and/or Metrolink policies and equipment. 
  • 7 years’ experience as a railroad engineer for a FRA regulated railroad. 
  • 2 years of experience as a supervisor for an FRA regulated railroad
  • Bachelor’s Degree in Transportation or related field or equivalent combination of work experience, training and/or education.

 

 

COMMUNICATION AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills that are concise and clear.

 


The salary/hourly range is $115,000 for the Road Foreman l position and $125,000 for the Road Foreman ll position. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. In accordance with federal law governing security checks of covered individuals for providers of public transportation (Title 6 U.S.C. §1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses.
