Summary Statement
Parks Right of Way Maintenance Worker:
  • Performs manual and skilled labor for the care of plants including pruning, planting, and pest control.
  • Operates a wide variety of equipment and tools related to plant and landscape maintenance of park and rights-of-way sites and irrigation systems.
  • Conducts inspections of water levels in ponds, as well as maintenance and repairs on fountains and various pump systems.
  • Works independently and as a member of a crew under direct supervision.

Essential Functions
Utilizes a variety of tools to plant, prune, weed, and apply chemicals to ensure health of plants and gardens. Installs and repairs signs, benches, and other amenities in assigned City properties. Operates a wide variety of hand tools, power equipment, light and heavy equipment such as mowers and loaders. Determines required traffic control procedures, and implements necessary safety precautions during plant maintenance operations on rights-of-way. (70%)
Conducts weekly inspections and repairs of irrigation systems, adjusts sprinkler heads for coverage, water flows into ponds, water levels in fountains, and checks water quality levels. Provides limited oversight to seasonal staff, volunteers, and Sheriff Inmate Labor Detail (SILD) crews as assigned. (20%)
Ensures an accurate and detailed record of all pesticide applications to include type of pesticide, location it was applied, mixture, and amounts used as required by state law and Parks Department policy. Reports low inventory and upcoming needs for supplies. Attends horticulture and Integrated Pest Management (IPM) training to stay current and maintain licensed applicator status. Attends safety and training classes offered through the City or other entities. (10%)

Requirements
Required Knowledge, Experience, And Training
Two years experience working in parks maintenance to include mowing, pruning etc., and a high school diploma or GED.
Working knowledge of planting, pruning, weeding, and cultivation of flowers, shrubs, and trees; standard safety practices related to relevant tools and equipment; Integrated Pest Management principles for treating disease, insects and weeds; Right of Way safety; basic irrigation systems and maintenance; basic facility maintenance.
Ability to operate light, medium and heavy equipment such as weed-eaters, lawn mowers, and front end loaders; read blueprints, schematic diagrams and technical manuals; safely utilize related protective gear and safety equipment; display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations; communicate effectively in the English language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Three years experience performing pruning, planting, pest control and irrigation; Idaho Pesticide Applicators License issued by the Idaho State Department of Agriculture.
Licensing And Other Requirements
Valid Idaho driver's license.
Ability to obtain an Idaho Pesticide Applicators License issued by the Idaho State Department of Agriculture and a valid Idaho CDL within six months of employment.

Applicants must be able to pass:
City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

While performing the duties of this job the employee is always lifting/carrying up to 10 pounds, frequently lifting/carrying up to 20 pounds, occasionally lifting/carrying up to 75 pounds and rarely lifting/carrying up to 100 pounds. The noise level is frequently moderate and occasionally loud. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.
Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards and work in/at heights. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals. Employees frequently work on or around rights-of-ways and traffic islands, and must safely navigate high speed traffic; stinging or biting insects, poisonous plants, plants with thorns and occasional wildlife such as raccoons, deer and foxes. Employees occasionally come across drug paraphernalia such as needles and pipes.
