The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts.  Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.
 

The Collection Division is responsible for maximizing taxpayer compliance by defining and implementing procedures for the collection of income taxes owed to the State of Louisiana. This includes examination of delinquent accounts and supporting documentation to verify failed compliance with tax laws resulting in the issuance of bills and the implementation of other collection processes.  


ABOUT THIS POSITION
 

  • The incumbent of this position is responsible for handling billing inquires and enforcement of collection for individual income tax.
  • The incumbent makes independent decisions concerning filing requirements and assessment and distraint procedures, and corresponds daily with taxpayers, attorneys, tax preparer, CPA's officers of corporations, officials of lending institutions, banks, credit unions.
  • A thorough knowledge of the tax laws, departmental policies and procedures, and the Revenue information computer system is required.

The specific duties are as follows:

  • Receive and respond to incoming telephones calls and correspondence pertaining to tax due notices issued by the Department for individual tax.
  • Assist walk-in taxpayers with problems/questions regarding tax due notices for individual income taxes.
  • Collect delinquent taxes for individual income accounts through personal contact or by garnishing wages, levying bank accounts, filing property tax liens, and revocation of licenses.
  • Enforce state revenue laws and assist taxpayers in complying with requirement of such laws.
  • Locate levy sources by researching prior account history with Department of Revenue and Workforce Commission.

This position has a Special Entrance Rate (SER):

The Revenue Tax Officer 1 (AS-612) has a starting rate of: $17.79/hourly; $1423.20 biweekly.

The Revenue Tax Officer 2 (AS-613) has a starting rate of: $19.04/hourly; $1523.20 biweekly.

**Note regarding the advertised pay range: The Revenue Tax Officer series has an established special entrance rate (SER) that is set above the minimum of the pay range. The maximum amount listed is the maximum salary a person can make while in this title and NOT the maximum amount we are allowed to pay a new hire.**

This position will be domiciled in East Baton Rouge Parish.  Applicants must select this parish on their application to indicate that they are available to work in the parish of this vacancy.   

A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.

LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties.  Any applicant who receives and accepts a conditional offer of employment will require a completed criminal history records check prior to his or her first day of work.  

Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree.
 
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
 
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
 
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
 
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
 
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
 
NOTE: Any college hours or degree must be from an accredited college or university.

Examples of Work

Researches delinquent tax cases through computer and financial institution records, Clerks of Court, Internal Revenue Service, and other governmental offices for the purpose of locating assets in order to effect the collection of the state taxes due.
Works with taxpayers, accountants, CPAs, and attorneys to obtain Statements of Financial Condition and all necessary documentation needed to request an Offer of Compromise; reviews all information before submitting offer for further approval.
Collects delinquent taxes through personal contact or by garnishing wages, levying on bank accounts, filing tax liens, seizing property, revocation of licenses, or cease and desist orders.
Inspects vendor operations and collects taxes at special events.
Conducts detailed analysis on accounts in which returns are being recommended for acceptance after the assessment has become final; makes adjustments to calculated additional tax, penalty and interest, if applicable.
